Duties: Key Performance Areas

  • Manage the arrangement of new transversal contracts for implementation by provincial departments and participating public entities.
  • Facilitate and manage transversal contracts on behalf of provincial departments and participating public entities.
  • Identify commodities for central facilitation.
  • Develop business cases for newly identified commodities after conducting commodity analysis, needs analysis, industrial analysis, supplier analysis, and market research.
  • Negotiate bulk procurement prices based on the sourcing strategy for each commodity.
  • Manage the nomination and appointment of bid committee members by organs of state.
  • Oversee the development of bid specifications.
  • Handle the management of bid advertisements.
  • Manage bid evaluation reports, adjudication reports, and awards.
  • Develop service level contracts and master contracts for awarded commodities.
  • Manage the development of instruction notes for approved commodities.
  • Manage and implement the Strategic Procurement Framework for the province.
  • Identify commodities and implement set-asides in line with Chapter 4 of the Public Procurement Act.
  • Monitor and provide support for transversal term contracts.
  • Manage existing contracts.
  • Assess provincial departments and public entities for compliance with transversal contracts using monitoring tools.
  • Analyze data collected from monitoring tools.
  • Prepare compliance assessment reports for provincial departments and public entities.
  • Monitor adherence to master contracts by suppliers and organs of state.
  • Monitor adherence to service level agreements by suppliers and organs of state.
  • Present compliance assessment reports and corrective measures to provincial departments and public entities.
  • Identify projects for funding through Corporate Social Investment (CSI) initiatives influenced by contracts.
  • Monitor CSI implementation and ensure proper reporting in annual financial statements.
  • Monitor supplier performance for transversal term contracts.
  • Develop and review the supplier performance program to assess contracted suppliers.
  • Develop and review the supplier performance tool.
  • Assess contracted suppliers for compliance using the supplier performance tool.
  • Analyze data from the supplier performance tool.
  • Compile supplier performance assessment reports.
  • Communicate supplier performance reports to contracted suppliers.
  • Coordinate supplier development through enterprise funding influenced by contracts.
  • Manage resources within the directorate.
  • Compile and manage performance agreements.
  • Compile and manage performance reviews.
  • Submit signed performance agreements to the PDMS Unit.
  • Submit signed performance reviews to the PDMS Unit.
  • Compile procurement plans for the directorate’s training needs.
  • Manage risks within the directorate.
  • Identify risks related to each commodity for transversal contracting.
  • Manage the directorate’s risk register and develop an action plan.
  • Ensure reporting on the directorate’s risk register.

Minimum Requirements

  • An NQF level 7 qualification in Supply Chain Management or Financial Management, recognized by SAQA.
  • 5 years of working experience at a middle or senior managerial level in a Supply Chain Management environment.
  • A valid driver’s license (except for persons with disabilities).
