Requirements:
- A National Senior Certificate and an undergraduate qualification in Monitoring and Evaluation, Public Administration, Social Sciences, or an equivalent qualification (NQF 7 as recognized by SAQA).
- At least 5 years of experience at a middle or senior managerial level in monitoring and evaluation or a related field.
- Proficiency in Microsoft Office software packages (MS Word, MS PowerPoint, MS Teams, MS Excel, and Outlook).
- Completion of the Nyukela Senior Management Pre-Entry Programme before appointment.
- A valid driver’s license and willingness for intensive traveling.
- Core Competencies: Strategic capacity and leadership, people management and empowerment, programme and project management, financial management, change management, knowledge management, service delivery innovation, problem solving and analysis, client orientation and customer focus, and communication (verbal and written).
- Technical Competencies: In-depth knowledge of the Municipal Systems Act, Municipal Structures Act, programme monitoring, reporting and evaluation, and the Government Programme of Action.
Duties:
- Oversee the development and implementation of policy and regulatory frameworks to strengthen monitoring and reporting.
- Develop and implement a standardized set of performance indicators for municipalities.
- Coordinate the creation of the municipal performance report.
- Manage assessments of provincial and municipal performance.
- Develop systems, processes, and tools to monitor and report on local government performance across all three spheres of government.
