Minimum Requirements:

  • Grade 12/NQF Level 4
  • Bachelor’s Degree in Financial Accounting, Economics, or Business Economics (NQF Level 7)
  • National Treasury MFMA Certificate (Mandatory)
  • 7-9 years’ experience in financial planning/medium-term budgeting
  • 3-4 years’ experience in middle management

Core Responsibilities:

Strategic Financial Leadership:

  • Develop medium-term budgets aligned with municipal strategies
  • Create business models for operational efficiency and financial analysis
  • Monitor budget compliance and prepare statutory MFMA reports

Operational Management:

  • Lead annual budget revisions and approval processes
  • Implement modern reporting systems (including mSCOA compliance)
  • Provide financial guidance to departmental leadership teams

Team Development:

  • Manage and mentor budgeting staff
  • Facilitate knowledge transfer on new financial platforms
