Minimum Requirements:
- Grade 12/NQF Level 4
- Bachelor’s Degree in Financial Accounting, Economics, or Business Economics (NQF Level 7)
- National Treasury MFMA Certificate (Mandatory)
- 7-9 years’ experience in financial planning/medium-term budgeting
- 3-4 years’ experience in middle management
Core Responsibilities:
Strategic Financial Leadership:
- Develop medium-term budgets aligned with municipal strategies
- Create business models for operational efficiency and financial analysis
- Monitor budget compliance and prepare statutory MFMA reports
Operational Management:
- Lead annual budget revisions and approval processes
- Implement modern reporting systems (including mSCOA compliance)
- Provide financial guidance to departmental leadership teams
Team Development:
- Manage and mentor budgeting staff
- Facilitate knowledge transfer on new financial platforms
