Purpose of the Role
- To define the fiscal policy research agenda of the National Treasury. Focus on the short and long-term impacts of fiscal policy decisions. Ensure relevance to South Africa’s developmental goals. Support the production of budget documents.
Qualification Requirements
- A Grade 12 certificate is required, along with a minimum Bachelor’s degree (NQF level 7) in Economics, Theoretical or Applied Mathematics, Mathematical Statistics, or Computer Science.
- At least 4 years of experience, including 2 years at Assistant Director level or equivalent in an economic policy or research environment.
- Experience in policy development and communication is valued.
- Knowledge of economic analysis and research.
- Knowledge of mathematics and statistics is an advantage.
Key Performance Areas
Fiscal Policy Research:
- Conduct research on the international and domestic macro-economic environment, institutional frameworks, and their impact on fiscal sustainability, as required by the National Treasury.
- Develop and implement fiscal policy decisions.
- Provide oversight and ensure the credibility of information.
Medium Term Budget Policy Statement and Budget Review:
- Develop a fiscal policy work plan for consideration and implementation.
- Provide consistent presentation of fiscal policy content across chapters.
- Support the production of the fiscal chapter, including tables and data, for credibility.
- Ensure consistency of information throughout the publication.
Fiscal Analysis:
- Liaise with internal and external stakeholders on fiscal sustainability elements.
- Provide forecasts on modelling and variables related to long-term fiscal sustainability.
- Assess fiscal policy implications and responses to quarterly macroeconomic forecasts.
Benchmarking Research:
- Conduct economic research and analysis related to fiscal policy.
- Research levels of fiscal indicators and their implications for sustainability, growth, and development.
- Engage stakeholders on economic issues, focusing on the role and impact of government.
