Deputy Director: Database Development & Management

Purpose of the Role
To provide accurate and reliable financial data to government sectors for analysis, policy making, and reporting. This must follow laws on domestic and international reporting standards.
Qualifications and Requirements
- A Grade 12 certificate, plus a National Diploma (NQF level 6) or Bachelor’s degree (NQF level 7) in Information Technology.
- At least 4 years of experience, including 2 years at Assistant Director level or similar, in budgeting and preparing consolidated statistics.
- Skills in Microsoft products, especially SQL, SharePoint, and Excel.
- Experience with SQL Integration Services, database querying, and integrating data from various platforms.
- Work with large data sets.
- Knowledge of government budgeting processes.
- Experience using economic reporting formats.
Key Performance Areas
Database Development & Management
- Develop, manage, and maintain a database for housing revenue and expenditure data during the budget cycle.
- Update the data model to improve data management, extraction, and reporting efficiency.
- Design and implement ETL (extract, transform, load) packages and scripts to automate data processes from different systems.
Data Analysis and Techniques
- Develop and improve data analysis tools and collection templates to enhance analysis methods.
- Update business intelligence tools, databases, dashboards, systems, and procedures.
- Improve data extraction processes from financial systems for reporting.
- Offer technical support to internal and external clients on data tools and methods.
- Find new data sources and integrate data from various platforms to expand coverage and analysis.
- Ensure timely delivery of business intelligence to users.
- Provide expertise in developing and improving reporting systems for accurate data use internally and externally.
Compliance with Legislative and International Requirements
- Supply data for Treasury publications and other documents.
- Align classification standards, circulars, and practice notes with relevant laws.
Compliance with Local and International Standards
- Apply updates to the Economic Reporting Format and Standard Chart of Accounts to ensure data integrity for use by institutions like SARB and Stats SA.
- Align budget and program structures for national and provincial departments in government financial systems.
- Document specifications for business intelligence or IT reports, dashboards, and outputs.
