POSITION PURPOSE

  • Provide professional SCM advisory and administrative support to Transnet’s Corporate Centre, Procurement Operations, and Central Category Management.
  • Ensure procurement processes comply with the Constitution, PFMA, and other legislative frameworks.
  • Maintain good corporate governance, fairness, and transparency in sourcing goods and services.
  • Support bid committee members in performing duties efficiently, effectively, and with integrity.
  • Conduct induction and training for bid committee members.
  • Maintain records of declarations, confidentiality agreements, and committee decisions.
  • Ensure professionalism and efficiency in bid committee proceedings.
  • Develop and implement bid committee protocols aligned with Terms of Reference (TORs) and Delegation of Authority (DOA).
  • Ensure compliance with TORs and SCM legislation.
  • Participate in auditing procurement transactions from a governance perspective.

POSITION OUTPUTS

  • Facilitate induction and appointment of DBAC & BSC members, ensuring timely issuance of appointment letters.
  • Prepare agendas and meeting notifications for DBAC & BSC meetings, ensuring timely distribution of submissions and reports to committee members.
  • Take accurate minutes of meetings, maintain records, and provide written feedback on decisions taken.
  • Coordinate the yearly calendar for DBAC & BSC meetings.
  • Monitor attendance and prepare reports, making recommendations on membership based on attendance trends.
  • Develop a compliance monitoring system to ensure DBAC & BSC members operate within their mandate.
  • Identify bottlenecks in procurement processes and arrange guidance sessions for committee members.
  • Maintain proper records of DBAC & BSC functioning, ensuring clarity and completeness for audit purposes.

QUALIFICATIONS AND EXPERIENCE

  • Degree or postgraduate diploma in Administration, LLB, Commerce, or Supply Chain Management.
  • Minimum of 4-5 years of secretariat or project administration experience.
  • 2-3 years of experience in minute-taking and record-keeping.
  • Experience in procurement, public sector bid committees, or governance and compliance roles is advantageous.
