Minimum Requirements

  • A relevant 3-year tertiary qualification, preferably in Accounting, SCM, Logistics, or Procurement.
  • 5 years of relevant experience across SCM processes, including 2 years of supervisory experience.
  • Municipal Minimum Competency Level Certificate (MMCL) to be achieved within 18 months of appointment.
  • Computer literacy (MS Office).
  • Valid Code B driver’s license.
  • Supervisory and reporting skills.
  • Attention to detail.
  • Ability to work independently.

Preferred Requirements

  • B Degree (NQF 7) related to Procurement, Supply Chain Management, Law, or Accounting.
  • 5 years of relevant finance experience, including 2 years at a supervisory level.
  • Municipal Minimum Competency Level Certificate (MMCL) to be achieved within 18 months of appointment.
  • Computer literacy (MS Office).
  • Valid Code B driver’s license.
  • Supervisory and reporting skills.
  • Attention to detail.
  • Ability to work independently.

Duties

  • Manage, plan, and coordinate the annual bid plan for the entire municipality.
  • Serve as a specialist advisor on the Bid Specification Committee.
  • Manage, plan, and coordinate the competitive bidding process.
  • Administer and manage all purchases and contracts above R300,000.00.
  • Monitor and report on contracts above R100,000.00.
  • Manage, plan, and coordinate the supplier database and registration process.
  • Manage and coordinate the gift register process.
  • Handle procurements of goods and services for the SCM unit as per delegation.
  • Provide information to the SCM Manager by drafting progress reports to management and council.
  • Supervise personnel in the Bid Administration and Compliance unit.
  • Handle internal and external communication.
  • Provide inputs on legislative requirements related to SCM.
  • Report any irregularities to the SCM Manager.
