Requirements
- LLB degree or related qualification specializing in Labour Law
- At least 5 years’ experience in practicing law, or a Postgraduate Diploma in Forensic Investigation
- Certified Fraud Examiner
- Member of the Association of Certified Fraud Examiners (ACFE)
- Certificate in Chairing a disciplinary hearing
- At least 5 years’ experience in forensic investigation, risk management, or auditing

The chairperson of the Municipal Disciplinary Board should meet these competency requirements:
- Leadership and personal qualities suitable for the role
- Strong ability to communicate effectively, lead, and participate in professional discussions
- Clear understanding of the Disciplinary Board’s position in the governance structure, including its roles and responsibilities
- Skills to conduct the board’s affairs efficiently and effectively
- Good knowledge of handling allegations and investigations
- Solid understanding of issues affecting local government
- Ability to advise the Council, Municipal Manager, and management team
Required Expertise and Skills
Expertise and experience in the following areas:
- Internal controls
- King IV Report on Corporate Governance
- Anti-fraud and anti-corruption measures
- Financial and management accounting
- Performance management
- Risk management
- Knowledge of municipal legislation
- Extensive knowledge of the Labour Relations Act
Key Responsibilities
The Disciplinary Board will be expected to:
- Develop terms of reference to ensure all investigative powers for allegations of financial misconduct rest solely with the Disciplinary Board
- Assist the Council in investigating allegations of financial misconduct
- Investigate allegations of financial misconduct when instructed by the Council
- Conduct a preliminary investigation to check if the allegation has merit and recommend to the Council whether a full investigation is needed
- Stop the investigation if the allegation is found to be frivolous, vexatious, speculative, or clearly unfounded
- Carry out a full investigation if allegations are substantiated
- Prepare and submit reports to the Council for each case, including associated terms of reference
- Provide recommendations on next steps, such as disciplinary proceedings or other relevant actions
- Monitor the start of disciplinary proceedings against the alleged offender
