Civil Aviation Authority (SACAA)
The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport (DoT). It was established on 1 October 1998 under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998). This Act was replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), which came into effect on 31 March 2009.

Description
Licensing Standards and Regulations
- Handle licensing standards and regulations for all aircrew licenses.
- Oversee designated flight examiners.
- Approve and monitor examination centers.
CATS and CAR Development
- Develop and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for Part 141 and Part 64.
- Ensure compliance with ICAO Annex 1 standards and recommended practices.
Operational Management
- Approve and audit all Part 141 certificate holders conducting aviation training according to the Master Surveillance Plan to check compliance.
- Qualify Flight Simulation Training Devices (FSTDs) under Part 60 and conduct audits as per the Master Surveillance Plan.
- Perform audits and inspections following SACAA procedures to verify compliance.
- Oversee activities of designated personnel.
- Make recommendations on safety management systems.
- Suggest enforcement actions for regulatory non-compliance.
- Prepare factual reports on audits and inspections of training organizations.
- Monitor and ensure corrective actions are implemented and closed within set time frames.
- Assist in approving and maintaining Training and Procedures Manuals.
- Support the Licensing Administration function, including assessing applications against legal requirements under Civil Aviation Regulations 2011 (Parts 60, 61, 62, 63, 64, 68, 69, 71, and 101).
- Investigate deviations and recommend actions to the Director.
- Introduce control measures to help SACAA fulfill its safety and security oversight role.
- Update and revise documentation, checklists, and procedures to match regulations.
- Recommend approval, denial, or withdrawal of exemptions and special approvals.
- Provide support to the legal system on enforcement matters.
Communications and Safety Promotion
- Represent the SACAA professionally and positively to all stakeholders.
- Provide feedback from the industry to the Manager.
Industry Liaison and Client Service Standards
- Participate in workshops and conferences with industry to develop practical examination, testing, and training standards.
- Contribute to the oversight system to build a positive image of the SACAA.
- Liaise with industry to solve problems and share knowledge for better standards.
- Resolve customer issues while following regulations and internal policies.
Requirements
- Commercial Pilot License with ATPL subjects or Frozen ATPL with Grade II Instructor Rating, or equivalent SA Air Force Flight Instructor Rating Category B.
- 300 to 500 hours of flight instructor training experience.
Applicants must include a table showing all flight experience by day and night, including flight instructor experience. Also, indicate experience flown as pilot or flight instructor on aircraft class, model, or type.
