Requirements

• Basic qualification accredited with SANC under Government Notice R425, such as a diploma or degree in nursing, or an equivalent that allows registration with SANC as a Professional Nurse.
• A qualification in Nursing Administration or Health Service Management lasting at least one year, registered with the Council.
• At least eight years of appropriate experience in nursing after registering as a Professional Nurse with SANC in General Nursing.
• Five of those years must be directly in the HIV Prevention Programme. Good knowledge of Microsoft Office tools like Excel, Word, PowerPoint, and Outlook. An RTCQI Certificate or formal training, and a Diploma in Primary Health Care are advantages. At least three years at management level.
• A valid driver’s license is essential. Deep knowledge of the National HIV, TB, RTCQI, PrEP, PEP, STI, and ART Programmes. Understanding of public sector laws, including the Public Finance Management Act. Knowledge of quality improvement and monitoring & evaluation strategies.
• Experience with DHIS and other national health information systems, including DHIMS Policy and TIER.NET.
• Deep understanding of THIS implementation. Strong analytical, verbal, and written communication skills. Planning and organizing skills.
• Presentation, facilitation, and people management skills based on Batho Pele principles. Conflict management, good interpersonal relations, and communication. Ability to supervise and control subordinates. Excellent data management skills.

Duties

• Effectively implement APP indicators, including the 95x95x95 UNAIDS strategy, at sub-district and facility levels. Focus support on all three 95s for adults, children, adolescents, and pregnant women.
• Identify barriers to HIV testing, TB screening, PrEP initiation, STI screening and testing, linkage to ART, data recording, and capturing on TIER.NET and DHIS. Apply corrective measures to fix gaps. Participate in staff HTS capacity building through formal and informal training.
• Provide joint oversight and mentoring to HTS mentors at sub-district level. Monitor access to the minimum core package of combination prevention for males and females of reproductive age. Collaborate on developing the District HAST programme business plan.
• Monitor budget allocation to ensure resources are used properly at all levels. Perform other duties assigned by the supervisor or manager.
• Liaise with Gauteng HAST Directorate, local government, health organizations, community structures, civil society, JAC, DSD, DOE, higher health institutions, NPOs including Global Fund, USAID, and CDC partners to improve service delivery. Conduct monthly and quarterly performance reviews. Support facility huddle meetings, sub-district, and district nerve centre approaches.
• Participate in Gauteng Province turnaround strategy and Primary Health Care re-engineering. Show high organizational skills, initiative, and problem-solving. Coordinate financial planning and control of conditional grants for HIV/TB/STI integration.
