Minimum Requirements:
- Grade 12/NQF level 4 plus a BCompt/BCom (Accounting Science) degree, with completed articles and 3-4 years post-articles experience.
- 6-8 years’ experience in compiling, analyzing, and interpreting financial statements, or relevant experience in accounting and financial reporting in the public or private sector.
- 2-3 years of managerial experience in compiling and preparing financial statements.
- BCompt (Honours), BCom Honours in Accounting Science, CA (SA), AGA (SA), ACCA, or CIMA qualification preferred.
- Experience with financial reporting software/systems.
- A valid driver’s license.
Primary Function:
- Provide technical advisory services and oversight on accounting and financial reporting to the municipality and its entities. This includes analyzing the City’s consolidated financial information to ensure compliance with the Municipal Finance Management Act (MFMA) and related standards.
Key Performance Areas:
- Deliver technical advisory services.
- Manage functions, policies, and procedures, including year-end and interim consolidated reporting.
- Produce and report consolidated annual financial statements.
- Produce and report monthly management accounts.
- Confirm all inter- and intra-company transactions and balances monthly.
- Manage the year-end audit process.
- Handle administration tasks.
- Liaise with internal departments, entities, other government levels, regulating bodies, and external consultants.
- Control, consolidate, analyze, and submit reliable reports.
- Manage all finance aspects in the Legal Sub-Directorate, including revenue, expenditure, assets, and liabilities, following legislation and City policies.
- Comply with relevant laws, the City’s code of ethics, and manage risks effectively.
Leading Competencies:
- Computer literacy in SAP (Finance) and MS Office (Word, Excel, PowerPoint).
- Strong report writing skills.
- Good communication (verbal and written), presentation, interpersonal, and management skills.
- Ability to analyze and interpret financial information.
- Accountability and high level of confidentiality.
- Strong organizational, time management, and prioritization skills; ability to work independently under pressure.
Core Competencies:
- Understanding of International Financial Reporting Standards (IFRS) and Generally Recognized Accounting Practice (GRAP).
- Knowledge of the Municipal Finance Management Act and National Treasury regulations.
- Collaborative/teamwork, values and integrity, attention to detail, and quality focus.
- Customer and service delivery management (Batho Pele principles), ethics, and professionalism.
- Impact and influence in line with the City’s protocols, legislation, and standards.
