Assistant Director – Risk and Security

Requirements

  • A relevant Bachelor’s Degree or Diploma in Risk Management, or a Three-Year National Diploma in Security Management at NQF Level 6, plus 10 years of relevant experience.
  • At least 3 years of experience at a supervisory level (Level 7) in risk and security management.
  • Understanding of relevant laws and policies, including the Public Finance Management Act (PFMA), Treasury regulations, Public Sector Risk Management Framework, Public Service Anti-Corruption Strategy, and departmental anti-corruption measures.
  • Knowledge of enterprise risk management principles, governance, accountability, internal controls, ERM concepts, frameworks, and methodologies.
  • Familiarity with the King Report on Corporate Governance, Minimum Physical Security Standards (MPSS), Minimum Information Security Standards (MISS), security breaches and investigations, security awareness programs, Occupational Health and Safety Act (OHSA), and fire regulations.
  • Strong communication skills (verbal and written), interpersonal skills, computer proficiency (MS Office), report writing, performance management, conflict resolution, auditing, disaster recovery planning, and knowledge of department policies and procedures.
  • A valid driver’s license.

Duties

  • Manage security guard services and regularly liaise with the National Intelligence Agency (NIA), South African Police Service (SAPS), and the Risk Management Directorate of the Department of Health (DOH).
  • Implement the department’s security policy and minimum information security standards.
  • Implement the Enterprise Risk Management (ERM) plan, risk assessment methodologies, models, and systems.
  • Facilitate the assessment of identified risks and compile operational risk registers.
  • Assess risk response strategies and mitigation plans, and report ERM matters, findings, risk positions, and recommendations to stakeholders.
  • Establish and maintain a risk management philosophy and culture in the organization, and coordinate with all assurance providers.
  • Manage the risk management committee, perform secretariat functions, and implement security policies and standards.
  • Assess and improve security measures and procedures, conduct threat and risk assessments, and implement recommendations.
  • Create awareness about access control measures and ensure compliance.
  • Manage access control systems and their maintenance.
  • Develop and implement procedures for the movement of movable assets and information documents.
  • Maintain records of information security breaches and incidents, compile management reports, and hold regular meetings with security service providers.
  • Investigate security breaches, write reports, and report incidents to the State Security Agency (SSA) or SAPS as needed.
  • Develop, implement, evaluate, and monitor performance agreements for security personnel, and assess their performance.
