Requirements

You need a Senior Certificate / Grade 12 plus a Diploma or Degree (NQF Level 6/7) in Human Resource Management, Public Administration, Public Affairs, Management, or any relevant qualification recognized by SAQA. You should have at least three years of experience in administering Performance Management at a supervisory or management level (Level 7/8). You must understand the details of Performance Management well.

Required skills and knowledge include:

  • Knowledge of relevant laws, such as the Public Service Act and Regulations, Public Finance Management Act, Constitutional provisions, and provincial PMDS policies.
  • Understanding of the Public Service Performance Management System.
  • Good knowledge of PERSAL and its functions related to PMDS.
  • A valid Code B driver’s license and the ability to travel to provide support and training to facilities.
  • Skills in Microsoft Excel, Word, and PowerPoint.
  • Analytical skills.
  • Strong organizing, people management, presentation, and communication skills.
  • Ability to handle confidential matters.
  • Skills to plan and implement projects using project management principles.

Duties

The successful candidate will handle the following tasks:

  • Coordinate the implementation of the performance management system for SMS and Non-SMS members in the Department.
  • Put in place monitoring systems to ensure compliance with the performance management and development system, and prepare reports.
  • Conduct training sessions on PMDS.
  • Provide policy support on PMDS to all employees.
  • Handle the payment of all relevant awards, including notch progression for Non-OSD and OSD employees.
  • Maintain the PMDS database systems and PERSAL reporting functions.
  • Coordinate and facilitate moderation processes for SMS and Non-SMS members at all levels.
  • Implement the sectional implementation plan.

Note: Shortlisted candidates will undergo a training facilitation competency assessment.
