Appointment Requirements
- A Senior Certificate (Grade 12) or equivalent.
- A 3-year National Diploma at NQF Level 6 or higher in Accounting or Financial Information Systems, as recognized by SAQA.
- A minimum of 3 years’ experience in financial systems or system administration and user support.
- A valid Driver’s License (Minimum Code EB).
Key Performance Areas
- Manage and control official user profiles for the approved Financial Transversal System (BAS) within the Department. This includes access to the approved Human Resource System (Persal) for user verification and terminations.
- Create, manage, and control manual interfaces for the BAS system, including Telkom, Budget, Fleet, National Laboratory, and HIV Grants.
- Handle software and hardware fault reporting, diagnosis, and solutions for the BAS system.
- Provide advice, guidance, and input on policies.
- Consult with stakeholders to identify gaps in policies and legislation.
- Prepare comments and recommendations.
- Share updates on amendments, circulars, policies, and legislation with relevant teams.
- Ensure efficient management of resources in the Division.
- Manage human resources, allocated assets, and staff training.
- Oversee performance management and risk mitigation strategies.
Knowledge, Skills, Training, and Competencies Required
- Understanding of the South African Constitution, Bill of Rights, Human Rights Act, Labour Relations Act, Skills Development Act, Public Service Act, and Public Service Regulations.
- Knowledge of the Security Management Act, Occupational Health and Safety Act, Basic Conditions of Employment Act, Public Finance Management Act, Treasury Regulations and Practice Notes, Division of Revenue Act, and Batho Pele principles.
- Skills in Human Resource Management, Financial Management, Risk Management, Conflict Management, Organizational Management, Analysis, Motivation, Computer Literacy (e.g., MS Office suite), Relationship Management, Facilitation, Interpersonal Relations, Time Management, and Change Management.
