The National Treasury manages South Africa’s national government finances. It supports efficient and sustainable public financial management to promote economic development, good governance, social progress, and a better standard of living for all South Africans.

Purpose of the Role

To help finance the government’s borrowing needs by issuing government securities in domestic and international capital markets.

Qualification Requirements

  • A Grade 12 certificate, plus a National Diploma (NQF 6) or Bachelor’s Degree (NQF 7) in Economics, Finance, Statistics, Investment Management, or Mathematical Sciences.
  • At least 3 years of experience in financial markets, fixed income trading, and research.
  • Knowledge of money, banking, and capital markets.
  • Skills in quantitative research methods.
  • Experience in market analysis for business use.
  • Understanding of foreign interest rate markets and currencies.
  • Skills in qualitative and quantitative analysis of domestic and foreign capital markets.

Key Performance Areas

Financing Borrowing in Domestic and International Capital Markets

  • Help develop funding strategies, budget reviews, and medium-term budgets.
  • Conduct quantitative and qualitative analysis to support debt management and issuance of government securities.
  • Stay informed about funding needs and work with stakeholders.
  • Analyze markets, quantities, and yields for bond auctions, and suggest bonds to issue.
  • Support weekly bond auctions, report issues, and contribute to auction reports.

Stakeholder Engagement

  • Help create and use tools to maintain and expand the investor base.
  • Support the development of an investor website for better engagement.
  • Assist in interactions with domestic and foreign investors, including roadshows.
  • Build relationships with banks, investors, and provide administrative support for legal requirements.

Disclosure and Listing in Domestic and Offshore Bond Issuance

  • Help with annual filings, such as the 18K form, with foreign regulators like the U.S. Securities and Exchange Commission and Japan.
  • Support disclosure and listing needs for bond issuances.
  • Engage stakeholders on information sharing and processing.

Benchmarking and Research on Market Volatility

  • Support research on capital markets and volatility for effective debt management.
  • Research local and international markets, and track developments affecting debt management.
  • Help analyze briefing notes and speeches.
