Job Purpose

The Department of Infrastructure, Western Cape Government, has opportunities for qualified and competent individuals to provide acquisition and contract management services.

Minimum Requirements

  • An appropriate 3-year B-Degree (or equivalent) or higher qualification.
  • A minimum of 3 years’ experience in a Supply Chain Management, Finance, or Audit environment.

Key Performance Areas

  • Manage forms of bidding, including competitive, limited, transversal, and unsolicited bids, along with related policies.
  • Handle activities related to the SCM committee system, including secretariat services.
  • Manage quotation procurement (written and verbal), emergency procurement, and petty cash procurement.
  • Manage specialised procurement forms (such as for consultants, IT, infrastructure/construction, rosters, and lists of selected suppliers), including policies, and participation in contracts arranged by other organs of state.
  • Facilitate the renewal, extension, and cancellation of contracts.
  • Process contract amendments, handle breaches or disputes, and administer contract negotiations.
  • Monitor and report on contracts, and collect data for contract performance and relations.

Competencies

  • Knowledge of:
    • Relevant legislative and regulatory requirements for Supply Chain Management.
    • Monitoring and evaluation methods, tools, and techniques.
    • Business and management principles, including strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
    • Principles and processes for providing customer and personal services, including needs assessment, meeting quality standards, and evaluating customer satisfaction.
    • Public Finance Management Act (PFMA), Treasury Regulations, and guidelines.
    • SCM Regulations, practice notes, circulars, and policy frameworks.
    • Preferential Procurement Policy Framework Act and its regulations.
  • Skills needed: Communication and information management; Proven computer literacy; Numeracy; Project management; Planning and organizing; Problem-solving and decision-making; Team membership.

Remuneration

R 468 459 – R 561 894 per annum (Salary Level 9)
