Requirements and Expectations

Minimum Requirements

  • A National Diploma or Degree in Public Administration, Public Management, or Finance.
  • One (1) to three (3) years of relevant experience in finance administration.
  • A valid and unexpired driver’s license.
  • Computer literacy, including knowledge of the SAP system and PERSAL introduction.

Knowledge, Skills, and Competencies

  • Sound knowledge and understanding of the Public Finance Management Act (PFMA) and Treasury Regulations.
  • Ability to interpret and apply financial policies, circulars, and legislation.
  • Strong people management and diversity management capabilities.
  • Excellent verbal and written communication skills.
  • Effective reporting, problem-solving, and dispute resolution abilities.
  • Capacity to work independently, prioritize tasks, and meet deadlines.
  • Strong sense of client orientation and customer focus.

Key Duties and Responsibilities

  • Provide financial and administrative support to all personnel within the component.
  • Supervise financial operations to ensure compliance with PFMA, departmental, and procurement policies.
  • Handle and respond to audit queries.
  • Ensure accurate inventory control and the proper procurement of goods and services.
  • Review and verify invoices, authorize payments captured on SAP, and ensure accuracy in financial processing.
  • Assist with overall financial administration, including receipts, banking, and petty cash management.
  • Check and post financial transactions and journals captured on SAP.
  • Identify and report any irregular or unacceptable expenditures and ensure timely follow-up on outstanding payments.
  • Maintain and update the component register and provide procurement services to the section.
  • Oversee recovery of housing rentals, private telephone usage, water, and electricity accounts; approve related deductions on PERSAL.
  • Manage performance agreements, quarterly reviews, and annual assessments for subordinates.
  • Oversee leave management and ensure accurate administration of all absence types.
  • Prepare and submit official reports and submissions for the component.

Note: Candidates will be required to complete a practical test during the interview process.
