Key Responsibilities:

  • Help download quotations using e-PS, close out processes on e-PS, and prepare documents for the quotation committee.
  • Support the full procurement process, including developing specifications, advertising, evaluating, adjudicating, awarding bids, placing orders on LOGIS, confirming deliveries, and preparing expenditure reports for specific orders or contracts.
  • Handle formal and informal procurement tasks, following threshold policies.
  • Assist in drafting, renewing, and monitoring mini-contracts, institutional contracts, leases, and service-level agreements.
  • Help maintain a contract register and send timely alerts before contracts expire.
  • Support audits of active contracts, update files with all necessary documents, and work with service providers and internal teams on changes, renewals, or cancellations.
  • Help develop tools to monitor performance and ensure compliance with file standards. File all procurement documents daily.
  • Prepare accurate weekly, monthly, and ad hoc reports on procurement for managers and stakeholders.
  • Assist with preparations for internal and external audits by ensuring files are complete.
  • Capture and track procurement of assets, aligning with budgets and equipment plans.
  • Report on infrastructure and capital equipment procurements according to Equipment Committee and budget timelines.
  • Help with annual stock counts at the institution.
  • Liaise with end users, service providers, and other government departments on supply chain matters.

Requirements:

  • Knowledge of LOGIS and Electronic Procurement Solutions (EPS).
  • Good verbal and written communication skills in at least two of the three official languages of the Western Cape.
  • Computer skills in MS Word, MS Excel, and Outlook.
  • Strong organisational skills.
  • Knowledge of procurement, infrastructure services (16B), equipment, medical supplies, and contract management.
  • Understanding of PFMA, finance instructions, provincial and treasury regulations.
  • Knowledge of the Preferential Procurement Policy Framework Act 5 of 2000 (PPPFA).
  • Experience in procuring infrastructure services (16B), equipment, and medical supplies in a supply chain environment.
  • Willing to perform overtime duties when needed.
  • Senior Certificate (or equivalent) with Mathematics and/or Accounting as a passed subject, or Senior Certificate (or equivalent) with experience/competencies focused on the key performance areas of the post.

Salary: R 228 321 per annum. This includes annual salary plus service benefits (13th cheque, employer’s contribution to the pension fund, housing and medical aid allowance).
