Requirements
- A relevant 3-year tertiary qualification, preferably a National Diploma or BCom with financial accounting as a major subject.
- 2-5 years of relevant revenue experience.
- Computer literacy in the MS Office package.
- A valid Code B driver’s license.
Key Competencies
- Ability to perform financial duties according to set norms and standards, under the guidance of an experienced manager.
- Good knowledge and experience of local government laws, such as the Municipal Systems Act (MSA) and Municipal Finance Management Act (MFMA), and other relevant legislation.
- Literacy in at least two of the three official languages of the Western Cape.
Key Performance Areas
- Administer revenue enhancement and credit control policies in line with legal requirements.
- Implement the council’s credit control policy for overdue debtor accounts and handle credit control tasks.
- Coordinate the recording and processing of debt collection for services provided.
- Manage administrative procedures related to debtors.
- Coordinate and control tasks linked to staff performance, productivity, and discipline.
- Verify monthly bank reconciliations and cash reconciliations by fixing differences between the cash book and bank statement.
- Analyze transaction records (from the Consolidated Billing System), debtor reports, and summaries, and make adjustments as needed.
- Run system functions to upload billing data to debtor accounts using all segments of the Municipal Standard Chart of Accounts (MSCOA).
- Support the consolidation of income transactions to help prepare financial statements.
- Prepare statistical reports on short- to medium-term cash flow trends, including explanations for any deviations.
- Work with internal and external auditors, providing information, documents, and proof for account receivable transactions.
- Reconcile cash receipts and post and balance the General Ledger.
- Generate reminder notices for overdue debtors and set payment terms with defaulters.
- Produce Debtors Age Analysis reports and review accounts for further action on arrears.
- Prepare correspondence and calculations for rates on properties and buildings, and share with legal professionals for contracts.
- Handle queries on penalties or interest calculations and explain to clients.
- Issue rates certificates for property transfers or sales, including payment terms.
- Guide staff on procedures.
- Take corrective actions to meet performance standards.
- Appraise performance, set goals, and address any shortfalls.
- Supervise the annual indigent verification and application process.
- Oversee all prepaid services in the Laingsburg Municipal area.
- Handle monthly, quarterly, and yearly reporting to provincial, national government, and treasury.
- Monitor reporting on budget processes.
- Supervise subordinates and meet deadlines.
- Perform any other duties assigned by the Manager: Financial Services.
