Transnet Pipelines is seeking an experienced Senior on a non-permanent basis to join their Project Controls team within the Programme Office (PMO). Reporting to the Manager of Project Controls, this role is pivotal in analysing and assessing historic contractor payments on selected Transnet Pipelines (TPL) projects to identify and recover overpayments.

Position Purpose

The Senior Quantity Surveyor will be responsible for scrutinising historical contractor payments, identifying potential overcharges, and supporting litigation processes aimed at recovering these funds. Operating within the dynamic but structured environment of TPL’s PMO, the role leverages quantity surveying, forensic, and analytical expertise to maximise the likelihood of recovering overpayments from contractors. The initial focus will be on the Environmental Programme, aligning with broader project governance and cost recovery goals.

Key Responsibilities

  • Cost Recovery Alignment: Develop strategies and plans for the Cost Recovery project, evaluate historical contracts, and identify high-probability overcharge areas.
  • Leadership and Direction: Guide Quantity Surveyors (QS) on cost recovery approaches, review reports and calculations, and ensure adherence to methodologies.
  • Documentation and Approvals: Compile necessary documentation, including memos and position papers, to articulate the contractual arguments for cost recovery and obtain required approvals.
  • Legal Engagement: Collaborate with internal and external legal counsel to support litigation and cost recovery efforts.
  • Strategy Development: Assist PMO Leads in enhancing contracting strategies based on insights from the Cost Recovery project and contribute to Quantity Surveying and Contract Management practices.
  • Independent Functioning: Work autonomously to perform tasks such as cost planning, value management, risk analysis, tendering, dispute resolution, and cost estimation.
  • Support Project Controls: Assist in various Quantity Surveying and Contract Management tasks within the Estimating & QS department.

Qualifications and Experience

  • A Bachelor’s degree (BSc) or higher in Quantity Surveying.
  • Professional registration with the South African Council of Quantity Surveying Professionals (SACQSP).
  • A minimum of 8 years of experience in large multidisciplinary construction or projects; candidates with BTech or Higher National Diplomas in Quantity Surveying require 10 years of experience.
  • Experience in the hydrocarbon or petrochemical industry is preferred, and exposure to environmental projects is beneficial.
  • Familiarity with NEC suite contracts, cost reporting, and forensic analysis in commercial management.

Competencies

  • Contract Management Expertise: Strong knowledge of the NEC suite of contracts and experience managing construction costs through accurate work measurement and cost control.
  • Forensic and Analytical Skills: Proficiency in forensic analysis and commercial management, particularly in contract evaluations and cost recovery.
  • : Ability to manage contracts from procurement through close-out, ensuring value for money and with financial regulations.
  • Technical Skills: Capable of performing complex tasks such as value engineering, life-cycle costing, risk analysis, and dispute resolution.

Standard Requirements

  • Must possess a valid Code 08/B ‘s license and be willing to travel across provinces as required.
  • High level of trust and honesty in handling finances, in line with the National Credit Act Amendment 19.
