Permanent Position

Swellendam Municipality invites applications for the permanent position of Director: Infrastructure and Planning Services. This role offers a total remuneration package as applicable to a Category 2 Municipality per annum, determined by the Upper Limits of total remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Managers.

Salary: R913 969.00 per annum
Remote Allowance: 4% of Total Annual Remuneration Package

Minimum Requirements

  • A Bachelor of Science Degree in Engineering / B Tech: Engineering or an equivalent qualification.
  • Registered or eligible to be registered as a Professional Engineer/Technologist.
  • A minimum of five (5) years’ experience at middle management level, with at least three (3) years at a professional or management level in engineering management.
  • Proven successful institutional experience in the public and/or private sector related to infrastructure delivery.
  • Competencies as outlined in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers, Government Notice R. 21, Government Gazette 37245 dated 17 January 2014.
  • Compliance with the Financial and Supply Chain Management competency areas as per Government Notice R493, published in Government Gazette No. 29967 of 15 June 2007. (Note: Municipalities are exempt from regulations 15 and 18 under Notice No. 40593 of 3 February 2017, subject to achieving minimum competency levels within 18 months of employment.)
  • A valid Code B Driver’s License.
  • Own transport.
  • Computer literacy, including proficiency in MS Office applications.
  • Excellent facilitation and communication skills in at least two of the official languages of the Western Cape (ability to read, write, and speak).

Required Knowledge

  • Good knowledge and understanding of relevant policies and legislation.
  • Good knowledge and understanding of institutional governance systems and performance management.
  • Extensive knowledge of the public office environment.
  • Ability to formulate engineering master planning, project management, and implementation strategies.
  • Understanding of Municipal Council operations and delegation of powers.
  • Good knowledge of Supply Chain Management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
  • Excellent communication, negotiating, problem-solving, and conflict resolution skills.
  • Strategic leadership and management skills.

Added Advantages

  • A Certificate of Competency as required in terms of the General Machinery Regulations, 1998.
  • Registration with a recognized relevant engineering professional body.

Core Functions

  • Management of Roads, Transport, and Storm Water Services, including road construction and maintenance, and infrastructure asset maintenance.
  • Water Services Management, covering water and wastewater purification, reticulation, water loss control, and demand management.
  • Electrical and Mechanical Engineering Management, including pump stations, electrical planning, and maintenance.
  • Fleet Management.
  • Project Management for infrastructure and development projects, including grant funding.
  • Town Planning and Building Control.
  • Executive Support.
