This role is a key senior management position, reporting directly to the Municipal Manager. The Director Corporate Services will lead the department responsible for providing essential support services to ensure the municipality operates efficiently and in compliance with all relevant laws and regulations.
Remuneration Package
The total all-inclusive remuneration package is determined according to the Government Gazette on the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers Directly Accountable to the Municipal Manager. As per Government Gazette No. 50737 dated 30 May 2024, the package ranges from a minimum of R965,958.00 to a midpoint of R1,103,953.00 and a maximum of R1,224,083.00 per annum. In addition, a 4% remote allowance is provided annually.
This package includes basic salary, benefits such as medical aid, pension contributions, and performance bonuses, subject to the municipality’s policies and applicable legislation. The exact package will be negotiated based on the candidate’s qualifications, experience, and market conditions.
Key Requirements
To be considered for this position, candidates must meet the following minimum requirements:
- A Bachelor’s Degree in Public Administration, Management Sciences, Law, or an equivalent qualification.
- A postgraduate qualification in a relevant field will be an added advantage.
- At least five (5) years of experience at middle management level, with proven successful management experience in administration.
- Certificate in Municipal Finance Management Programme (MFMP) or Certificate in Executive Municipal Development Programme (CPMD), in line with the Minimum Competency Levels as per Government Notice No. 493, published in Government Gazette 29967 of 15 June 2007.
- A valid Code B driver’s license.
- No criminal record.
Candidates without the required MFMP or CPMD certificate will have 18 months from the date of appointment to obtain it, if selected.

- Strong strategic financial management abilities to handle budgets and resources effectively.
- Expertise in change management to adapt to evolving municipal and legislative requirements.
- Deep understanding of governance, ethics, and values, particularly in financial management.
- Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).
- Comprehensive knowledge of local government legislation and municipal administration processes.
- Expertise in corporate support services, including:
- Human capital management (HR functions such as recruitment, training, and employee relations).
- Legal services (contract management, compliance, and dispute resolution).
- Facilities management (maintenance of municipal buildings and infrastructure).
- Information communication technology (ICT) and council support (IT systems, records, and administrative assistance).
These competencies ensure that the Director can provide high-level oversight and drive excellence across all corporate services.
Key Performance Areas
The Director Corporate Services will be responsible for the following key performance areas, which form the core of the role:
- Providing strategic leadership to the entire Corporate Services Directorate, setting vision and direction for all teams.
- Overseeing critical functions such as human resource management, legal services, records management, information communication technology (ICT), and general administrative support to ensure seamless operations.
- Developing, implementing, and reviewing policies, systems, and procedures that align with the municipality’s strategic objectives and comply with all legislative requirements.
- Ensuring adherence to good governance practices, effective performance management systems, and sound labour relations to foster a positive work environment.
- Managing the Directorate’s budget, assets, and staff in an effective and efficient manner, optimizing resource allocation and controlling costs.
- Providing essential support to the Municipal Manager, Council, and its various committees, including preparing reports, agendas, and facilitating decision-making processes.
Success in these areas will contribute directly to the overall efficiency, compliance, and service delivery of Naledi Local Municipality.
