DEMAND OFFICER

Role Overview
The Demand Officer will work to carry out the division’s strategic plans by closely collaborating with all supply chain stakeholders. This role ensures that the company’s overall goals are achieved through best practices in procurement. The focus is on integrating efforts across teams to support efficient and effective supply chain operations.
Key Responsibilities
- Gather demand plans from end-users and help user departments perform market intelligence to understand industry trends and needs.
- Contribute ideas and input to the creation of the annual Procurement Plan for the entire group.
- Manage Terms of Reference (TOR) and specifications, ensuring they are assigned promptly to the Bid Specifications Committee.
- Oversee the execution of the annual procurement plan and make sure end-users follow the set timelines to keep processes on track.
- Offer professional guidance and advice to the Bid Specifications Committee during their decision-making.
- Organize and run briefing sessions for service providers, as well as site inspections, to provide clear information and access.
- Verify that the budget is used correctly and aligns with SAFCOL’s overall Business Plan to support financial goals.
- Make sure all Supply Chain Management (SCM) processes are guided by the SAFCOL Demand Plan for consistency.
- Share information on budgetary limits in line with the operational plan for various departments across the company.
- Support and ensure full compliance with key regulations, including the Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), and National Treasury guidelines.
- Take part in audits by supplying necessary information that demonstrates the procurement function’s efficiency, compliance with legislation, Broad-Based Black Economic Empowerment (BBBEE), South African Revenue Service (SARS) rules, policies, and procedures.
- Help coordinate assurance activities to check and improve the effectiveness of controls in the business unit and related departments.
- Ensure strict adherence to supply chain processes while successfully meeting the company’s operational requirements.
- Provide advice, support, monitor, and promote the transformation of supplier relationships, focusing on sourcing BBBEE-compliant suppliers to drive radical changes in the forestry industry and meet BBBEE targets.
- Build and maintain strong relationships with stakeholders, such as suppliers, internal customers, industry peers, and support functions, to help achieve the company’s strategic business goals.
- Assist in identifying, developing, and training suppliers and potential suppliers of goods and services to help SAFCOL reach its BBBEE objectives.
- Collect and share feedback from stakeholder engagements back to the team for continuous improvement.
- Deliver training sessions on demand management to end-users to build their skills and understanding.
Qualifications and Experience
- A Diploma in Supply Chain Management (SCM), Procurement, Purchasing, Logistics, or an equivalent qualification at NQF Level 6 is required.
- A Degree in SCM, Procurement, Purchasing, Logistics, or an equivalent qualification at NQF Level 7 will be an advantage.
- At least 3 years of experience in SCM or Procurement.
- Solid understanding of the PFMA, PPPFA, BBBEE Codes of Good Practice, and National Treasury Regulations.
- Experience in Public Sector SCM or Public Sector Demand Management will be advantageous.
- Knowledge of ERP Systems, such as SAGE, will be beneficial.
- Practical experience working with PFMA and PPPFA will be an added advantage.
- Familiarity with BBBEE Codes of Good Practice will be advantageous.
- A valid driver’s licence is essential.
