Position 1: General Manager – Monitoring & Evaluation

Employment Type: Temporary post linked to the term of Office of the current Executive Mayor
Salary & Benefits
Grade: TASK GRADE 18
Basic Salary: R 1,060,447.66 per annum
Total Cost-to-Company Package: R 1,731,689.00 per annum (subject to certain conditions)
Minimum Requirements
To be considered for this senior management position, applicants must meet the following minimum requirements:
- A recognized Degree in any of the following fields: Monitoring and Evaluation, Project Planning and Management, Project Management, Public Administration, or other related social sciences
- A postgraduate qualification in Programme Management
- At least five (5) years of proven experience in managing programmes and coordinating multiple projects simultaneously
- Demonstrated exposure to business reengineering techniques or other monitoring and evaluation programmes aimed at implementing turnaround plans
- Proficiency in using Microsoft Office applications, including Excel, Word, and PowerPoint
- Valid Code B/EB driver’s license
- Solid knowledge of monitoring and evaluation principles, methods, and best practices
- Proven organizational skills with excellent time management abilities
- Successful completion of the assessment on the Progression criteria of the Performance Monitoring and Evaluation Training Programme
- Basic knowledge and practical experience in research methodology
Key Performance Areas
The successful candidate will be responsible for the following critical functions:
- Develop, implement, and continuously review an Integrated Monitoring and Evaluation Model for Buffalo City Metropolitan Municipality (BCMM), which includes the Performance Management System (PMS) Policy Framework, the System of Delegations, High-level Decision/Resolution Tracking, and key elements of Individual Performance Management
- Apply framework guidelines to assess compliance requirements relating to the monitoring and evaluation phases of the Organizational Performance Management cycle and provide strategic advice to the Executive Mayor
- Control all applications associated with scheduling and preparing information for Performance Monitoring and Evaluation processes
- Conduct interim analyses and prepare comprehensive statistical summaries relating to organizational, unit, or individual Performance Monitoring and Evaluation
- Provide expert information and input on Performance Management monitoring and evaluation information management procedures
- Review detailed reports on progress made with committed actions relating to the City’s responses to Ward Priorities and Mayoral Imbizo Issues, and advise the Executive Mayor on any red flags emanating from such reports
- Manage and control the entire budget of the Unit, ensuring efficient and effective resource allocation

Position 2: Finance Management Intern

Stipend
Annual Stipend: R 100,000 per annum
Minimum Requirements
To qualify for this internship opportunity, applicants must have:
- A Bachelor of Commerce (BComm) Degree in Accounting, OR
- A National Diploma in Accounting
Key Performance Areas
During the two-year internship programme, the successful candidate will gain hands-on experience in the following areas:
- Revenue Management processes and systems
- Budget Management and allocation procedures
- Treasury functions and cash flow management
- Preparation of Annual Financial Statements
- Expenditure Management and control mechanisms
- Supply Chain Management procedures and compliance
