The Border Management Authority (BMA) is an armed service established under Section 199(3) of the Constitution. It serves as the third armed service in the country, alongside the South African National Defence Force (SANDF) and the South African Police Service (SAPS). This is made possible through the Border Management Authority Act No. 2 of 2020. The BMA is inviting suitable candidates to apply for the following vacant position.

Selection Process

Minimum Job Requirements, Knowledge, and Responsibilities
Minimum Qualifications
A Bachelor’s degree in Procurement, Supply Chain Management, Logistics, or Purchasing (NQF Level 7), as recognized by SAQA.
Minimum Experience
- At least 4-6 years of experience in Procurement or Strategic Sourcing.
Knowledge
- Strong understanding of the Public Finance Management Act (PFMA), Treasury Regulations, and Guidelines.
- Knowledge of Supply Chain Management (SCM) Regulations, Practice Notes, Circulars, and Policy Frameworks.
- Understanding of the Preferential Procurement Policy Framework Act (PPPFA) and its regulations.
- Good knowledge of the Broad-Based Black Economic Empowerment Act, 53 of 2003 (B-BBEE).
- Contract Management principles.
- The Border Management Authority Act, 2020.
Professional Registration or License Requirements

Responsibilities and Duties
The successful candidate will be responsible for a wide range of tasks to ensure effective supply chain management and compliance. These include:
- Inspecting procurement documentation from bidders for quotes under R1 million to confirm compliance.
- Observing tender proceedings to ensure proper processes are followed and records are kept accurately.
- Reviewing tender documents for compliance with SCM, PPPFA, and B-BBEE policies.
- Advising the Bid Specification Committee, Bid Evaluation Committee, and Bid Adjudication Committee on complex SCM issues.
- Promoting adherence to SCM policies within the organization.
- Reviewing and submitting SCM monthly and quarterly registers (for quotations and tenders) to the Senior Manager and Executive Manager on time.
- Proposing updates to SCM policies and procedures based on changes in National Treasury regulations and instruction notes, and ensuring implementation.
- Assisting in assessing and investigating irregular, fruitless, and wasteful expenditure (IFWE) per guidelines and frameworks.
- Conducting compliance checks to ensure accuracy and completeness in all processes.
- Managing overall contract administration.
- Maintaining records of non-complying suppliers in the system.
- Performing declarations of interest checks, reviewing the National Treasury restricted database, and defaulters list for all recommended bidders.
- Keeping records of all National Treasury report submissions.
- Preparing reports on the overall SCM compliance status.
- Providing input for developing SCM and Finance policies, procedures, and processes.
- Ensuring compliance with all statutory and legal requirements.
- Assisting in identifying and applying fraud controls, risk prevention principles, sound governance, and compliance processes to manage risks.
- Maintaining quality risk management standards as per relevant requirements.
- Enforcing Service Level Agreements to minimize business risks and ensure continuity.
- Supporting internal and external audit requirements with necessary evidence.
- Reviewing Standard Operating Procedures in consultation with managers to optimize business operations.
- Adhering to all relevant laws, policies, and Standard Operating Procedures across the organization.
- Building and maintaining relationships with BMA officers and Governance Committees for better expectation management and knowledge sharing.
- Providing advice on financial accounting matters to support informed decision-making.
- Representing the organization in committees and task teams when needed.
- Convening and attending meetings, presenting findings and business cases to stakeholders.
- Communicating progress and challenges in operational plans to affected stakeholders promptly.
- Ensuring effective implementation, management, and monitoring of the business unit’s budget, while reporting on variances.
- Contributing to the planning and compilation of the business unit’s annual budget aligned with operational objectives.
- Monitoring financial controls, budget management, and procurement processes for compliance with legislation like PFMA, PPPFA, and B-BBEE.
- Implementing proper financial controls to manage the business unit budget.
