Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport (DoT). It was established on 1 October 1998 under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998). This act was replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), which took effect on 31 March 2009.

Job Description

Overall Purpose of the Job

  • Investigate aircraft accidents and incidents independently. The goal is to prevent them from happening again by suggesting safety recommendations and prevention programs.

Investigation Management

  • Collect, document, record, and secure all evidence accurately, following AIID MOP policies and procedures.
  • Apply relevant laws, regulations, procedures, and other rules that guide accident and incident investigations.
  • Perform proper checks during accident and incident investigations.
  • Go to the accident or incident site quickly to avoid losing important evidence or witnesses talking to each other.
  • Gather supporting evidence and data, analyze it, find causes of the accident or incident, and suggest safety recommendations to prevent similar issues.

Data Analysis and Reporting

  • Review and analyze evidence using the right tools, like event checklists and report templates, as per AIID MOP and ISO procedures.
  • Do a detailed analysis of problems during investigations.
  • Prepare and release high-quality, accurate reports, including:
    • Accident/incident notification
    • Preliminary accident/incident report
    • Draft and final accident/incident report
  • Enter all reports into ECCAIRS.
  • Submit ADREP reports to ICAO for accidents involving aircraft over 2250kg MTOW and incidents over 5700kg, as required by AIID MOP.
  • Analyze and research safety data recordings properly.

Relationship Management

  • Communicate and work well with internal and external stakeholders during the investigation.
  • Provide regular updates on investigation progress according to agreed timelines.

Job Requirements

Qualification

Minimum

  • Grade 12 and Aircraft Maintenance Engineer License; or Private Pilot Licence; or NQF Level 6 Engineering qualification.

Ideal

  • Commercial Pilot Licence (CPL) or Airline Transport Pilot Licence (ATPL) or Aircraft Maintenance Engineer Licence (AMEL) with experience on aircraft above 5700kg.

Experience

  • 5 years as an Aircraft Maintenance Engineer, OR
  • 500-1000 hours as a Pilot, OR
  • 5 years as an Aviation Engineer, OR
  • 3 years in SACAA Inspectorate
