Civil Aviation Authority (SACAA)

The South African Civil Aviation Authority (SACAA) is an agency of the Department of Transport, established on 1 October 1998. It was created under the South African Civil Aviation Authority Act, 1998 (Act No. 40 of 1998), which was later replaced by the Civil Aviation Act, 2009 (Act No. 13 of 2009), effective from 31 March 2009.

Overall Purpose of the Job

To monitor compliance with the ICAO Universal Safety Oversight Audit Programme (USAP) Continuous Monitoring Approach (CMA) Memorandum of Understanding (MOU). This involves ensuring that information is regularly audited and submitted to ICAO on behalf of the State. Key responsibilities include facilitating the maintenance and updating of recommendations on filing differences and self-assessments of Protocol Questions (PQs).

Maintain High Standards for PQ Responses

  • Audit responses and evidence from audit areas.
  • Verify, upload, and maintain PQ responses and evidence.

Maintain High Standards for ICAO Compliance Checklist (CC) Responses

  • Audit responses to ICAO Compliance Checklists from audit areas.
  • Verify, upload, and maintain CC responses and evidence on the SACAA platform.

Maintain High Standards for Corrective Action Plan (CAP) Responses

  • Monitor the implementation of CAP tasks according to timelines, providing expert input when needed.
  • Review CAP feedback and evidence from audit areas to resolve findings.
  • Upload and maintain CAP responses and evidence.

Maintain High Standards for State Aviation Security Awareness Questionnaire (SASAQ) Responses

  • Audit responses to ICAO SASAQ from audit areas.
  • Verify, upload, and maintain SASAQ responses and evidence on ICAO.

ICAO Compliance Liaison and Oversight

  • Provide assistance and training for the Continuous Monitoring Approach (CMA) as required.
  • Participate in SACAA and other civil aviation statutory or consulting bodies.
  • Take part in regional technical assistance missions.

General Administration

  • Compile ad hoc reports for ICAO Compliance Section issues or requirements.
  • Submit monthly activity statistics and reports.
  • Ensure proper filing of documents and records.

Audits by External Entities

  • Facilitate preparations for external audits by other civil aviation regulators.

Job Requirements

Education

Minimum

  • Matric
  • ICAO and/or IATA Aviation Security related qualification
  • ICAO National Inspectors’ course

Ideal

  • ICAO AVSEC Programme Management Course (PMC) Certificate
  • ICAO accreditation/approval as an AVSEC USAP CMA Auditor/Team member

Experience

  • 5 years’ experience in the Aviation Security Inspector role in any of the nine USAP Audit areas (LEG, TRG, QCF, OPS, IFS, PAX, CGO, AUI, and FAL).
  • Experience as an Inspector in Aviation Security and Facilitation, with strong knowledge of ICAO Annex 9 and 17.
  • Clear knowledge and understanding of the ICAO USAP CMA Methodology.
  • Knowledge of the Civil Aviation Act, National Aviation Security Programme (NASP), and relevant Regulations would be an advantage.
