Minimum Educational Qualification:

  • An appropriate 3-year national diploma or degree (or equivalent).

Competencies (Knowledge/Skills):

  • Knowledge of legal, commercial, and financial matters related to public and private sector work. Understanding of public sector supply chain and finance rules. Skills in numeracy, literacy, driving, computer use, verbal and written communication, interpersonal relations, report writing, presentations, administration, financial management, human resources, and change management.

Experience:

  • Relevant experience in managing and coordinating public sector initiatives or partnerships with stakeholders or third parties.

Duties (Key Result Areas/Outputs):

  • Strategic Support & Oversight of PPI Projects: Lead and oversee all Public-Private Initiative (PPI) projects. Ensure they align with departmental goals. Manage project planning, analysis, stakeholder involvement, and the creation of submissions, specifications, and agreements.
  • Policy, Guidelines & Tools Development: Create policies, guidelines, protocols, and tools to help forecast, prioritize, implement, and monitor PPI projects. Contribute to monitoring and evaluation frameworks. Conduct situational analyses.
  • Reporting & Data Management: Prepare monthly, quarterly, mid-term, and annual reports. Maintain and design databases. Turn data into presentations and reports to aid decision-making.
  • People Management: Manage staff in the sub-directorate effectively. Handle performance, labour processes, and training initiatives.
  • Financial Management: Develop business plans and budgets. Monitor costs and spending. Ensure compliance with PFMA and audit rules. Promote cost-effective practices in projects and programs.
