Key Requirements
- A Bachelor’s Degree in Social Sciences, Public Administration, Business Administration, Law, or a relevant NQF Level 7 qualification.
- At least five years of experience at middle management levels, with proven successful management in Local Economic Development.
- A qualification in the Certificate Programme in Management Development for Municipal Finance (CPMD MF), or plans to obtain it within a reasonable time as per the Municipal Regulations on Minimum Competency Levels, 2007.
- Proven successful management experience in administration.
- A valid Code B driver’s license.
- Registration with relevant professional bodies is an advantage.
Knowledge
- Good knowledge and understanding of relevant policies and legislation.
- Good knowledge and understanding of institutional governance systems and performance management.
- Good knowledge of the following services:
- Environmental management.
- Economic planning and development.
- Environmental health.
Key Performance Areas
- Manage a department including Local Economic Development (LED) and Environmental Health & Management sections.
- Oversee administrative relations between municipal entities, such as the South Coast Tourism and Investment Enterprise (SCTIE).
- Assess, correct, control, and prevent environmental factors that could harm human health, including monitoring food safety, water, sanitation, shelter, atmosphere, noise, pest and animal control (including dogs), health education, dairy control, disposal of the dead, chemical safety, surveillance and prevention of communicable diseases, health surveillance of premises, air quality, and air pollution control services.
- Plan, regulate, and coordinate economic planning and development for Ugu District by implementing economic development programs, agricultural and rural development, SMME and cooperatives development, coordinating research to support these areas, and developing and implementing job creation and economic stimulation initiatives.
- Overall management of the department, including staff, finances, systems, and controls.
- Provide strategic leadership while ensuring attention to detail in all department operations.
- Communicate with internal and external stakeholders, including Councillors, Amakhosi, other spheres of government, civil society, and development practitioners.
- Manage the implementation of the District Growth and Development Strategy, Integrated Local Economic Development, Cooperatives Development Strategy, and Comprehensive Rural Development Strategy.
- Create partnerships with economic development role-players within and outside the district.
