Competencies (Knowledge/Skills):

  • Knowledge of people management laws and policies, with the ability to understand and advise on them.
  • Ability to work effectively in a team, with or without supervision.
  • Computer skills in MS Office (Word, Excel, PowerPoint, Outlook).
  • Experience with Persal system.

Duties (Key Result Areas/Outputs):

  • Manage all human resource functions in the HR Department, working with the Senior Administrative Officer.
  • Supervise administration clerks to ensure the personnel administration section runs smoothly.
  • Administer and implement human resource management policies and rules effectively.
  • Approve Persal transactions.
  • Train and develop subordinates.
  • Train all staff groups at the institution on HR matters.
  • Handle appointments, service terminations, salary administration, PILLIR, RWOEE, WCA, general service conditions, auditing of leave and personnel files, debt management, pension administration, paysheets, and commuted overtime.
  • Assist in maintaining PM databases.
  • Ensure effective and efficient recruitment and selection processes.

Minimum Educational Qualification:

  • Senior Certificate (or equivalent).
