REQUIREMENTS

  • Grade 12.
  • Bachelor’s Degree in Town Planning or another relevant qualification in Town/Urban Planning.
  • Computer skills in MS Word, Excel, and PowerPoint.
  • Valid driver’s license.
  • Strong verbal and written communication skills.
  • Good planning and organizing skills.
  • Experience with performance evaluation.
  • Solid knowledge of relevant planning laws.
  • Registration as a Professional Planner with SACPLAN, or eligibility for registration, is an advantage.
  • Ability to analyze and interpret spatial information.
  • Project management and financial management skills and experience.
  • Meet MFMA minimum competency levels or qualify for dispensation.
  • At least 10 years of relevant experience in Town Planning, Building Control, Land Use, and IDP functions, including 3 years at senior management level.

DUTIES

  • Provide strategic leadership and oversight for the Development and Planning Unit, covering Land Use Management, Urban Planning and GIS, Spatial Planning, and Integrated Development Planning (IDP).
  • Ensure efficient and lawful administration of land use and building control according to legislation and municipal bylaws.
  • Oversee compliance with planning, land use, and building control bylaws to promote orderly development and handle violations in the area.
  • Lead the creation, implementation, and review of the IDP, Spatial Development Framework, and related plans, aligning with municipal, provincial, and national goals.
  • Guide spatial and forward planning for sustainable growth, settlement patterns, infrastructure investment, and economic development. Manage municipal land and property to support goals.
  • Ensure good governance, performance, financial, and human resource management in the Directorate, following MFMA and municipal policies.
  • Advise Executive Management and Council on development and planning issues, and coordinate with government and stakeholders.
  • Promote service excellence, innovation, and efficiency in regulations within the Unit.
  • Manage divisional operations and staff. Handle other related tasks as needed.
