Assistant Director: Finance

Requirements:

  • National Diploma (NQF 6) or Degree (NQF 7) in financial management or an equivalent qualification recognized by SAQA.
  • A minimum of 5 years of relevant experience in a financial environment, with at least 3 years at a supervisory level.
  • Knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and relevant finance policies. In-depth understanding of basic accounting systems such as BAS, SAP, SRM, PAAB, and HIS.
  • Computer literacy, with strong skills in MS Word, Excel, and PowerPoint.
  • A valid driver’s license.
  • Competencies: Ability to manage finances with effective oversight; develop, review, and implement financial systems and procedures in line with legislation, regulations, and departmental policies.
  • Skills to plan, organize, implement, monitor, evaluate, analyze, and take corrective actions. Meet deadlines and produce results on time. Willingness to work irregular hours when needed.

Duties:

  • Manage the hospital’s budget, expenditure, and all financial areas. Handle reconciliations of transversal systems and control accounts. Assist with budget planning, advise on cost containment based on expenditure trends, and prepare expenditure reports.
  • Monitor policies and legislative frameworks to ensure audit compliance and stay aware of new developments. Develop and maintain standard operating procedures and processes. Optimize revenue collection and manage debts effectively.
  • Ensure efficient payments for employee compensation, goods and services, transfers, subsidies, and reporting.
  • Facilitate timely payments to service providers. Provide financial administration and accounting services, including ledgers, journals, and reporting for interim and annual financial statements.
  • Offer advice and guidance to end-users and stakeholders on budget, revenue, and expenditure procedures.
  • Implement effective human resources and general administration in finance to manage subordinates optimally. Ensure seamless systems and efficient processes to meet objectives on time. Advise the CEO when required.
  • Ensure compliance with quality standards from the Office of Health Standards Compliance.
  • Develop and implement strategic and operational plans for finance, with monitoring and evaluation to achieve hospital goals.
  • Work with supply chain to create demand plans. Ensure procurement of goods and services aligns with the procurement and demand plan.
