Requirements

The ideal candidate must have:

  • A 4-year Bachelor’s Degree (NQF Level 7) in Civil or Electrical Engineering, recognized by SAQA.
  • 5 years of experience at senior management level in infrastructure planning and development.
  • An SMS Pre-entry Certificate (Nyukela) from the National School of Government (NSG). (Submit the certificate before appointment.)
  • A valid driver’s license.

Essential Knowledge, Skills, and Competencies

The successful candidate must have:

  • Solid knowledge of infrastructure development and policy analysis.
  • Understanding of key legislation, such as the Municipal Property Rates Act (MPRA), Municipal Finance Management Act (MFMA), and Municipal Systems Act.
  • Skills in programme management, project management, and strategic planning.
  • Financial management experience.
  • Knowledge of government structures and the infrastructure development environment in South Africa.
  • Expertise in operation and maintenance planning and implementation.
  • Supply chain management skills.
  • Understanding of legal compliance.
  • Engineering and professional judgment.
  • Strategic capability and leadership skills.
  • Problem-solving abilities.
  • Planning and organizing skills.
  • Conflict resolution skills.
  • Time management.
  • Team leadership.

  • Good communication skills (verbal and written).

Key Responsibilities

The successful candidate will facilitate municipal infrastructure development and:

  • Manage and support municipal infrastructure projects.
  • Promote sustainable service delivery.
  • Oversee infrastructure finance.
  • Coordinate planning for water, sanitation, and energy services.
  • Manage the resources of the Directorate.
