The total remuneration package follows Government Gazette No. 50737 dated 30 May 2024. It ranges from a minimum of R965,958.00, midpoint of R1,103,953.00, to a maximum of R1,224,083.00, plus a 4% remote allowance per annum.

Requirements:

  • Bachelor’s degree in Social Sciences, Public Administration, Law, or equivalent (NQF Level 7).
  • 5 years of experience at middle management level or as a programme/project manager.
  • Proven success in institutional transformation in the public or private sector.
  • Relevant managerial experience in municipal health, disaster management, or community services.
  • Registration with the South African Council for Social Services Professions (SACSSP) or another professional body is an advantage.
  • A valid driver’s licence and no criminal record.
  • Experience in public office management, public participation, and public service delivery is an advantage.
  • Ability to pay attention to detail and work under pressure.
  • Ability to interact at all levels of government.
  • Excellent written and verbal communication skills.
  • Computer literacy, including MS Excel, PowerPoint, and MS Word.
  • Valid driver’s licence and no criminal record.

Key Performance Areas
The Director will manage the Community Services Directorate, including but not limited to:

  • Providing strategic leadership in the directorate.
  • Managing self-set service delivery standards in waste management, public safety, environmental health, parks and recreation, cemeteries, libraries, and community facilities.
  • Interpreting and implementing legislative and national policy frameworks.
  • Managing the departmental budget, assets, and human resources in line with the Municipal Finance Management Act (MFMA) and related laws.
  • Supporting the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP) objectives.
  • Ensuring compliance with the Municipal Systems Act and other relevant legislation.
  • Promoting community participation and stakeholder relations.

Required Knowledge

  • Good understanding of relevant policies and legislation, including the Municipal Systems Act, Municipal Finance Management Act (MFMA), and Municipal Structures Act and regulations.
  • Understanding of institutional governance, performance management, and reporting.
  • Knowledge of council operations, delegation of powers, health services management, cemetery management, public safety, and parks and recreation management.
  • Extensive knowledge of the public office environment.
  • Competence in policy conceptualization, analysis, and implementation.
  • Knowledge of more than one functional municipal field or discipline.
  • Negotiation and conflict resolution skills (mediation and arbitration).
  • Competence as required by national line sector departments.
  • Skills in governance, public mobilization, and participation.
  • Exceptional creativity to improve municipal functioning.
