Office of the Valuer-General

The Office of the Valuer-General is a state entity under the Ministry of Agriculture, Land Reform and Rural Development. It was established by the Property Valuation Act No. 17 of 2014, which took effect on 1 August 2015. The Office is listed as a Schedule 3(A) public entity under the Public Finance Management Act.

Duties:

  • Implement the Project Management Framework within statutory and internal timelines for each project.
  • Lead and monitor project teams to boost productivity and teamwork.
  • Manage project resources effectively, including staff, budgets, and materials.
  • Communicate clearly and handle expectations from stakeholders, such as clients, team members, and executives.
  • Identify, assess, and reduce risks that could affect project success.
  • Ensure project deliverables meet or exceed quality standards.

Requirements:

  • Formal Qualifications: Degree or Diploma in Project Management, Business Management, or an equivalent from a recognized institution. Advantageous: PMI Membership and Certification.
  • Job-Related Work Experience: At least 3-7 years in project management, including roles as a project administrator or coordinator. 2-3 years of direct project management experience. Experience managing project scope and profitability. 3 years working with project management methods like Agile, PMBOK, Waterfall, Scrum, Lean, or PRINCE2.
  • Job-Related Knowledge: Strong understanding of project management and software development life cycle (SDLC) methods, such as Agile, PMBOK, Waterfall, Scrum, Lean, or PRINCE2. Knowledge of laws, regulations, and compliance needs for projects. Awareness of ethical principles and professional standards in project management. Skills in identifying, assessing, reducing risks, and planning contingencies. Deep knowledge of project lifecycle phases. Understanding of leadership and team-building strategies. Knowledge of engaging and communicating with stakeholders. Familiarity with the Property Valuations Act, Property Valuers Profession Act, Municipal Property Rates Act, Public Service Act, Public Service Regulations, and Public Finance Management Act. Understanding of factors affecting property prices and rentals. Knowledge of customer service principles. Awareness of construction methods, tools, and materials for buildings. Skills in managing files, records, office procedures, and financial data analysis. Understanding of legal codes, government regulations, and political processes.
