Office of the Valuer-General

The Office of the Valuer-General is a state entity under the Ministry of Agriculture, Land Reform and Rural Development. It was established by the Property Valuation Act No. 17 of 2014, effective from 1 August 2015. The OVG is listed as a Schedule 3(A) public entity under the Public Finance Management Act.

Duties

  • Conduct property valuations for land reform purposes under Section 12(1)(a) of the PVA. Receive and interpret valuation requests to ensure compliance. Notify property owners in writing within 7 days. Perform site inspections. Research property markets and analyze sales. Prepare and submit valuation reports.
  • Handle valuations for property acquisitions and disposals under Section 12(1)(b) of the PVA. Follow the same process: receive requests, notify owners, inspect sites, research markets, prepare reports, and submit for approval.
  • Perform quality assurance on valuation reports by other valuers. Review reports for compliance with instructions, policies, and standards. Provide comments, request amendments if needed, and issue valuation certificates with manager approval.
  • Address representations under the Property Valuers Act Regulations. Acknowledge receipts, assess information, consider amendments, and issue final certificates with manager approval.
  • Respond to queries about OVG valuations. Acknowledge queries, gather information, record details, and resolve within set timeframes.

Requirements

Formal Qualifications: National Diploma or Degree in Real Estate/Property Studies, Property Development and Management, Land and Property Development Management, or any qualification accredited by the South African Council for the Property Valuers Profession (SACPVP). Must be registered as a Professional Associated Valuer or Professional Valuer. A valid driver’s license is required.

Job-Related Work Experience: At least 3 years in property valuation.
