Nelson Mandela Bay Metro

The Nelson Mandela Bay Municipality is named after South Africa’s former President, humanitarian, and global icon, Nelson Rolihlaha Mandela. Known as Madiba, he was born and spent his early years in the Eastern Province. The city hosts the Chief Dawid Stuurman (formerly Port Elizabeth) International Airport, the only international air access point in the region.

Job Purpose:

The Planning and Development Directorate implements the Council’s policies by consulting with communities. It handles sustainable human settlements, spatial planning, urban design, building development, local economic development, and property management. It also acts as an agent for Provincial and National Government on assigned functions under Section 104 of the Constitution.

Requirements:

  • A Post-Graduate Degree in Building Sciences, Architecture, Town and Regional Planning, or Development Studies, or an equivalent qualification.
  • At least seven (7) to eight (8) years of relevant experience at senior and middle management levels, including two (2) years at senior management level.
  • A Certificate in Municipal Finance Management: Certificate Programme in Municipal Development (CPMD), or achieve the required competency level for Senior Managers within 18 months of appointment, as per the LG MFMA Minimum Competency Levels of 2007 and 2018 amendments.
  • A valid Code EB driver’s license.
  • Valid Professional Registration with an Accredited Professional Body, such as SACAP, is an added advantage.

Key Performance Areas:

  • Provide strategic direction for the Municipality’s Integrated Development Plan (IDP), budget, good corporate governance, and high standards of ethical, professional, and moral conduct.
  • Lead, direct, and manage a multi-disciplinary team to design, implement, and evaluate solutions for municipal challenges in basic service delivery and improvement.
  • Have a strong understanding of policies, legislation, and regulations in relevant sectors and professional fields, and stay updated with new developments.
  • Turn concepts into spatial ideas that consider context, scale, climate, budget, social, political, and economic factors to support development and sustainable human settlements.
  • Find and apply new ways to deliver services that improve municipal processes and help achieve goals. Create a clear sense of purpose and vision to gain buy-in and commitment from others.
  • Ensure equitable service delivery, considering how political and service issues, programs, policies, and decisions affect public interests and concerns.
  • Set up and maintain comprehensive management and financial systems and controls in the Directorate, and implement regular reporting as required by law.
