Requirements:

  • National Senior Certificate, an NQF level 7 qualification in Engineering (B Eng/BSc (Eng) or relevant qualification recognized by SAQA), plus three (3) years of experience after qualification as a registered professional Engineer (Civil/Structural). Compulsory registration with ECSA as a professional Engineer. A valid driver’s license. Computer literate.

Duties:

  • Prepare the procurement strategy, Infrastructure Programme Management Plan (IPMP), and update the plan.
  • Prepare the infrastructure budget and final project list.
  • Prepare packages or individual project briefs and present them to the Implementing Agent (IA), known as Project Execution Plan version 1, including inputs from the Directorate Infrastructure Planning.
  • Participate in procuring professional service providers and contractors, including preparing and approving bid specifications, and evaluating tenders as a member of Supply Chain Management Committees in Public Works or relevant committees of alternative IAs and the Provincial Department of Health.
  • Monitor the implementation of programs and projects by the Implementing Agent (IA) and ensure adherence to the Service Delivery Agreement.
  • Manage project implementation for projects not allocated to an Implementing Agent (IA).
  • Review and sign off on the Infrastructure Programme Implementation Plan (IPIP) prepared by the Implementing Agent (IA).
  • Develop and approve project stage reports and designs according to strategic decision-making points in the Provincial Infrastructure Delivery Framework (IDMS).
  • Coordinate and participate in project commissioning, including site visits.
  • Review maintenance plans and budgets upon project completion.
  • Collect and update information on systems (if applicable) regarding Technical Condition Assessments after project completion.
  • Review infrastructure projects and programs to align with built environment norms, standards, and legislative requirements.
  • Manage and participate in Post Project and Post Occupancy Evaluation exercises.
  • Update the department’s infrastructure policies based on research findings, new technology, and changes in the institutional environment.
