Requirements:
- National Senior Certificate, an NQF level 7 in Quantity Surveying and/or equivalent qualification as recognised by SAQA, plus three (3) years’ post-qualification experience as a Quantity Surveyor. Must be registered as a Professional Quantity Surveyor with SACQSP. A valid driver’s licence. Computer literate.
Duties:
- Prepare the procurement strategy, Infrastructure Programme Management Plan (IPMP), and update the plan. Prepare the infrastructure budget and final project list.
- Prepare packages/individual project briefs and present them to the Implementing Agent (IA), called Project Execution Plan v1, with inputs from the Directorate Infrastructure Planning.
- Take part in procuring professional service providers and contractors. This includes preparing and approving bid specifications and evaluating tenders as a member of Supply Chain Management Committees in Public Works or relevant committees of alternative IAs and the Provincial Department of Health.
- Monitor the implementation of programmes and projects by the Implementing Agent (IA) and ensure they follow the Service Delivery Agreement.
- Manage project implementation for projects not assigned to an Implementing Agent (IA).
- Review and approve the Infrastructure Programme Implementation Plan (IPIP) prepared by the Implementing Agent (IA).
- Review and recommend variation orders based on contract management practices and financial impacts, working with professionals in the Directorate Infrastructure Planning.
- Manage the updating of project/programme documentation and information. Submit built environment documents to the Directorate Infrastructure Planning and financial documents to the Deputy Director Finance.
- Coordinate and take part in project commissioning, including site visits.
- Collect and update information on systems for Technical Condition Assessment once projects are complete.
- Review infrastructure projects and programmes to meet built environment norms, standards, and legislative requirements.
- Monitor and study changes in the health sector, legal frameworks, standards, and policy frameworks.
