Job Purpose

  • Manage the start and delivery of major data-driven software development projects within set limits of scope, time, and budget. Ensure projects follow quality, legal, and governance standards.
  • Guide and support junior project managers, and handle line management duties when needed.

Education and Experience

Minimum Qualification & Experience Requirements

  • A relevant bachelor’s degree or Advanced Diploma (NQF 7) in Computer Science, Project Management, Informatics, or Information Technology, plus 8–10 years’ experience in a software and IT environment. Focus on data-driven software projects and programs. Include at least 3–4 years at a senior project management level.

Alternative

  • Senior Certificate (NQF 4) plus 15 years’ experience in a software and IT environment, with a focus on data-driven software projects and programs. Include at least 3–4 years at a senior project management level.

Minimum Functional Requirements

  • Computer literate and skilled in MS Office and MS Projects.
  • Familiar with project management tools (like MS Project) and data management basics.

Job Outputs

Process

  • Lead the project prioritization process. Transfer approved business cases into an integrated project plan for smooth implementation. Manage scope, finances, resources, and timelines in an agile way.
  • Review and refine project scopes. Mitigate risks. Create high-level plans, project charters, and initiation documents for detailed planning.
  • Guide the creation of project plans, schedules, and governance documents. Ensure resources are available for delivery.
  • Engage stakeholders to align on scope and plans. Facilitate decisions with senior committees.
  • Develop a practical change management plan for the SARS environment.
  • Monitor project performance and take corrective actions to stay on track. Combine progress reports from teams.
  • Hold regular meetings to track and report on progress.
  • Provide project information for tracking and reporting. Deliver projects on scope, time, budget, and as per the approved baseline.
  • Ensure all project documents are signed off. Manage integrated delivery across business, data, and IT systems.
  • Identify and handle risks and issues. Create resolution, mitigation, or contingency plans. Update tracking tools and escalate unresolved issues.
  • Align software partner commitments with delivery goals. Capture lessons learned to avoid repeats.
  • Follow controls for issues, risks, and costs. Document closeout reports and facilitate sign-offs. Close project cost centers and return unused funds.
  • Apply deep knowledge in program management, strategic change, IT/data management, and organizational change. Engage at all levels under governance.
  • Apply policies, practices, EPMO standards, procedures, and legislation, including cost management.
  • Oversee procurement and supplier onboarding. Manage costs, commitments, and payments. Align costs with delivery.
  • Build relationships with clients, teams, and stakeholders for integrated delivery. Define roles and communicate expectations.
  • Manage and develop teams to deliver objectives agilely.
  • Use business reports to measure success and adjust strategies.
  • Plan work outputs, align activities, and set priorities and standards for tactical implementation.
  • Recommend changes to improve data, processes, systems, policies, and procedures. Implement organizational changes.
  • Communicate top-down policies and decisions that affect stakeholders.
