Requirements

  • Grade 12
  • National Diploma in Supply Chain Management, Accounting, or a relevant qualification at NQF Level 6
  • NQF 6 Certificate in Minimum Competency Levels Regulations (MFMA / CPM D)
  • 4 years of experience in Supply Chain Management

Responsibilities

  • Manage and administer the overall Supply Chain Management systems.
  • Set up an effective demand management system.
  • Coordinate the disposal of municipal goods that are no longer needed or are redundant, in consultation with the asset management section.
  • Supervise stores administration.
  • Plan and monitor the municipality’s tender processes as part of the entire project within the municipality’s Integrated Development Plan.
  • Establish an effective acquisition management system through operational procedures.
  • Set up and manage an effective internal monitoring system to check if authorized supply chain management processes were followed and objectives were achieved, based on analysis.
  • Manage the receipt of tender or bid reports from departments and oversee the preparation of the Bid Adjudication Committee agenda.
  • Prepare and monitor the annual procurement plan and its implementation to align with the Service Delivery and Budget Implementation Plan (SDBIP).
  • Evaluate tender procedures, assess supply chain performance, compile and interpret management reports, and manage risks and corruption prevention.
  • Ensure compliance with all related legislation, including MFMA, SCM regulations, Municipal Systems Act, Municipal Structures Act, PPPFA, BEE, and others.
  • Monitor attendance, conduct, and output, and address any deviations from performance indicators through meetings, counseling, or other approved methods to improve and motivate staff.
  • Participate in bid committee meetings as assigned.
  • Administer concluded contracts, interact with departments to ensure compliance with specifications, terms, conditions, and legal aspects, and report any non-compliance or issues to the supervisor.
  • Apply administrative control procedures for identifying, verifying, and referring items for disposal to committees, seek approval, and arrange disposal methods such as sale or auction.
  • Administer the development and signing of contracts or service level agreements.
  • Prepare appointments for Bid Committees.
  • Participate in meetings and provide information on specific Supply Chain processes and procedures.
  • Attend trade shows and product demonstrations to stay updated on technological changes and improvements that can enhance efficiency and reduce costs.
  • Meet or speak with sales personnel to get information on pricing, product availability, or new product ranges.
  • Conduct supplier audits and evaluations to ensure they meet standards and regulations.
