Minimum Requirements:

  • Grade 12 plus National Diploma or B Degree in Financial Administration/Bookkeeping or equivalent (advantageous).
  • Two (2) years’ experience in a financial environment in a local municipality.

Key Performance Areas:

  • Implement access to free basic services for all indigent persons in all wards, in line with the South African Constitution, to accurately reflect indigent households.
  • Create cutoff lists for consumers not paying accounts.
  • Prepare monthly reports on reconnections and disconnections.
  • Arrange payment plans with defaulting consumers.
  • Determine affordability levels for free basic services as set by Council and calculate the total value to recover from the Equitable Share.
  • Process indigent support applications, record details from supporting documents, and prevent debt escalation for those unable to pay.
  • Verify and assess registration applications, investigate allegations of maladministration or fraud, and report to the Accountant: Revenue.
  • Accurately capture indigent persons’ profiles on the computer system.
  • Interpret data and load it into the system to ensure all indigent-related information on free basic services is available.
  • Update files and records to support processing adjustments and queries.
