Minimum Qualifications and Experience

• Grade 12 (Matric) and an NQF Level 6/7 qualification. Registered or eligible for registration as a Skills Development Facilitator with the relevant SETA.
• At least 2-3 years’ experience in skills development, HRD, or training coordination.

Competencies and Skills

• Good skills in Microsoft Office (Word, Excel, PowerPoint). Strong planning, communication, and facilitation abilities.
• Valid driver’s license and willingness to travel when needed.
• Solid knowledge of key laws: Skills Development Act, Employment Equity Act, Skills Levies Act, and others.

Key Performance Areas

• Carry out skills audits and training needs assessments for employees and councillors.
• Create, roll out, and track the Municipality’s Workplace Skills Plan and Annual Training Report.
• Manage internal and external training programs, including learnerships, internships, apprenticeships, and bursaries.
• Work with SETAs, training providers, and other stakeholders.
• Ensure the Municipality follows Skills Development and Employment Equity laws.
• Handle training budgets and related admin tasks.
• Support equity and inclusion through focused skills programs.
• Keep accurate training records and prepare reports for management and SETAs.
• Help with transformation and staff development that matches the Integrated Development Plan (IDP).
