ANALYST: ICT ASSET ADMINISTRATOR

Department: ICT Operations Department

Purpose of the Job

To manage all ICT assets (hardware and software) throughout their lifecycle to ensure assets are used effectively and according to organisational policies. The person appointed to this position will report to the ICT Services Manager.

Key Performance Areas

  • Manage ICT assets (hardware and software) lifecycle from start to end, and ensure standards for the use and functioning thereof are adhered to
  • Implement and maintain ICT assets policies and procedures
  • Liaise with the FSCA Assets Management and Supply Chain functions to ensure ICT assets are managed according to organisational policies
  • Administer the ICT assets register and report on assets status to management
  • Manage ICT storerooms and asset disposals
  • Coordinate ICT assets verification processes
  • Monitor and record movement of all ICT assets
  • Manage the software audit processes
  • Keep record and track all software license keys
  • Monitor supplier performance against agreed SLAs
  • Manage loaner pools of computer assets
  • Manage and coordinate asset warranties and guaranties
  • Produce management reports on ICT assets
  • Provide support to the ICT teams on assets queries
  • Enforce compliance to Occupational Health and Safety standards for ICT Assets
  • Implement and maintain digital tools for asset functions
  • Implement innovative initiatives for efficient asset administration
  • Collaborate with technical teams for asset transfer and maintenance
  • Collaborate with departments and educate on responsible use and care of assets

Requirements

A Diploma or Degree in IT, Logistics, or Business Administration with at least 2 to 3 years’ experience in assets management within the ICT environment. The candidate must have a good understanding of ICT best practices, ability to provide management reports and good accurate records keeping. ITIL foundation certification and an experience with IT Asset management software applications is an added advantage.

SENIOR ANALYST – MARKETS, ISSUERS AND INTERMEDIARIES’ DEPARTMENT

Department: Markets, Issuers and Intermediaries Department

Location: Pretoria

Purpose of the Job

The Markets, Issuers and Intermediaries Department of the FSCA is responsible for licensing and supervising market infrastructures (i.e exchanges) operating within the South African financial markets in terms of the Financial Markets Act, 2012 (Act no 19 of 2012). The department has oversight responsibilities over public markets, authorised users and issuers. The person appointed to this position will be stationed in the Market Integrity and Decision Sciences Division and will report to the Senior Manager: Public Markets, Issuers and Authorised Users.

Key Performance Areas

  • Assist in Identifying shortcomings and anomalies to the regulatory framework
  • Assist in proposing changes to the regulatory framework and assist the Department with the implementation of such changes
  • Assist to develop and maintain an effective and efficient supervisory framework within the context of the approved legislation
  • Assist with the monitoring of compliance with the provisions of the Financial Markets Act and subordinate legislation
  • Assist to plan and conduct inspections
  • Liaise with and render appropriate regulatory guidance to stakeholders after consultation with the Manager
  • Consider licence applications and make recommendations
  • Assist in conducting investigations regarding Market Infrastructures and to ensure that all relevant complaints are dealt with
  • Apply risk assessment and risk management techniques

Requirements

A business, economics, accounting, finance or Mathematics degree or similar with 2 to 5 years of experience in the financial sector and/or the regulatory environment within the financial services industry. The candidate must also demonstrate an understanding of financial markets, financial instruments and the mechanics of Market Infrastructures. Good knowledge of corporate governance frameworks. Good knowledge and experience in financial analysis and risk management are essential.

MANAGER: COMPLAINTS AND QUERY RESOLUTIONS – BUSINESS CENTRE DEPARTMENT

Purpose of the Job

To provide and manage the activities of the Business Centre Complaints and Queries team, which include but not limited to the following: handling of complaints from multiple sources, redirecting of complaints to external regulatory authorities and internal FSCA divisions in accordance with relevant protocols and management of the debarment register. The person appointed to this position will report to the Senior Manager and/or Departmental Head (DH).

Key Performance Areas

  • Supervise and manage a team of analysts to ensure effective management of complaints and queries received by the Business Centre from various stakeholders
  • Participate in the development, implementation and maintenance of the appropriate internal policies
  • Review the complaint and queries management process to ensure efficiency in function
  • Effectively engage and collaborate with internal and external stakeholders on issues area of common interests pertaining to complaint and queries received by the FSCA
  • Manage the human resources of the team effectively and efficiently (train, monitor, lead, development and maintenance of performance standards for the team)
  • Input to the department’s business plan and budget in line with FSCA guidelines
  • Attend to administrative and managerial responsibilities of the department as directed by the DH
  • Ensure complaints and queries are assessed and outcome of such assessment is communicated with complainants within prescribed service level commitments
  • Manage the processes of referral of matters that do not fall within the scope of the FSCA to external stakeholders
  • Review and enhance the complaints and queries management system
  • Prepare monthly trend analysis and insights reports on complaints and queries handled by department
  • Manage, monitor and update the register of debarred representatives
  • Participate in various projects undertaken by the department including the relevant change management initiatives
  • Represent the department in various committees and forums within the FSCA, as directed by the DH

Requirements

A Bachelor’s Degree in law or Commerce. The candidate must have proven relevant and practical experience of at least 5 years within a financial services industry. A good understanding of the overall mandate of the FSCA and the various financial sector laws is required.

MANAGER: FACILITIES MAINTENANCE – SECURITY ADMINISTRATION AND FACILITIES DEPARTMENT

Location: Pretoria

Purpose of the Job

To manage our facilities maintenance services, ensuring optimal building equipment performance, compliance and cost effectiveness. Responsibilities include ensuring preventative maintenance, managing the maintenance team, driving continuous improvement to reduce possible downtime and to enhance building operations. The role reports to the Manager: Security Administration and Facilities Business Unit.

Key Performance Areas

  • Responsible for the development and implementation of preventative facilities management strategies, policies and procedures
  • Responsible for the management of preventative maintenance related facilities services, including data centre facilities management
  • Plan, coordinate, and monitor maintenance, repairs, and refurbishment projects
  • Responsible for the effective functioning of all Building Management Systems
  • Manage helpdesk and liaison with departments
  • Provide input into budget requirements and management of the Security and Facilities Business Unit
  • Develop and maintain relationships with internal clients as well as external contractors and service providers
  • Prepare monthly reports on facility performance, maintenance schedules, and incident reports
  • Manage the development and performance of direct reports, providing technical support and guiding them towards achievement of goals

Requirements

A relevant National Diploma or degree in Engineering or Facilities Management, with at least 5 years’ experience in maintenance/building management, preferably in a management position. SAFMA accreditation as preferable. A CDFOM certification and project management certification will be an added advantage.
