Group Head: Communication and Marketing
The City of Johannesburg is seeking an experienced and dynamic professional to fill the position of Group Head: Communication and Marketing. This senior executive role offers an opportunity to lead the strategic communication and marketing functions for one of Africa’s largest metropolitan municipalities.

Appointment Requirements
To be considered for this position, you must meet the following minimum requirements:
- Matric/Grade 12 certificate
- Bachelor’s Degree in Digital Marketing, Communications, Marketing and Public Relations or equivalent (NQF Level 7)
- At least 10 years of relevant working experience at a senior or executive level in government marketing and/or communication, or in a large corporate marketing and/or communication environment
- Strong expertise in web content development and social media marketing
- Deep understanding of digital analytics and the ability to translate data into actionable insights
- Experience using analytics tools to communicate outcomes and return on investment
- Willingness to work extended hours and be available on standby when required
- No criminal record (excluding previous convictions relating to political activities in the previous dispensation)
- Must be willing to undergo security vetting
Primary Function
The main purpose of this role is to promote the vision and mission of the City of Johannesburg by creating effective communication and marketing strategies and plans. The successful candidate will oversee the communication, marketing, and events team operations while raising awareness of organisational initiatives and the mayoral priorities.
Key Performance Areas
Your responsibilities will include:
- Developing, guiding, implementing, and driving a Central Communication and Marketing Strategy that responds to the overall organisational strategy and supports communication, marketing, and events activities and programmes
- Ensuring effective financial management, control, and corporate governance throughout your area of accountability
- Creating, enhancing, and promoting a positive image of the organisation
- Taking overall responsibility for all reports generated within the department
- Initiating and guiding the management of communication and marketing-related qualitative and quantitative research, including surveys and polling, to ensure sustainability and growth
- Representing the City of Johannesburg and building sound relationships while promoting stakeholder confidence between the municipality and all internal and external stakeholders
- Setting the context and performance standards, and providing oversight on business processes, quality, policy, and guideline management

- Computer literacy, particularly in MS Office applications
- Proficiency in at least two of South Africa’s official languages (reading, writing, and speaking)

- Management of Personnel, including leadership techniques, principles, and practices used to delegate, manage, supervise, train, monitor, and evaluate staff work
- Customer Service principles and processes for providing services and meeting quality standards through regular evaluation of customer satisfaction
- Technology trends and practices related to the use of technology in communications, marketing, and events-related activities
