Description

Overall Purpose of the Job

  • Provide strategic and operational support for the Aviation Medicine Department in line with legal requirements.
  • Oversee planning and conducting safety checks on medical certifications, public health events in aviation, air ambulances, and cabin crew first aid training.
  • Evaluate and assess medical conditions that affect flight safety.

Oversight of Medical Certification Processes and Procedures

  • Identify needs for regulatory reviews based on ICAO standards and best practices. Organize workshops and submit proposals for approval.
  • Use delegated powers to approve or deny medical certificates.
  • Ensure accredited medical decisions are made.
  • Manage Aeromedical Committee procedures and ensure compliance with terms of reference.
  • Allocate complex medical cases to the Aeromedical Committee.
  • Prepare high-quality agendas and minutes, signed according to procedures.
  • Supervise medical appeals to follow regulations, with proper research by specialists to advise the Director.
  • Collect and analyze medical findings from assessments to spot high-risk areas.
  • Regularly review the medical assessment process to focus on high-risk areas.
  • Gather and analyze data on in-flight incapacitations and on-duty incidents.
  • Conduct research on trends and develop safety strategies.
  • Help the Personnel Licensing division validate foreign medical records for license approvals.
  • Handle enforcement for non-compliant applicants and Designated Aviation Medical Examiners (DAMEs).
  • Participate in Aerospace Medicine training.
  • Initiate actions against non-compliant DAMEs.

Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA)

  • Find gaps in laws related to ICAO Annexes 6, 9, 11, 14, 18, and International Health Regulations (2005).
  • Consult, review, and submit gap assessments for approval.
  • Develop a Master Surveillance Plan for airlines, charter operators, and airports, and carry out inspections.
  • Check procedures for airlines, charters, and airports to prevent the spread of communicable diseases via air travel.
  • Create guidance materials and run table-top or live exercises to improve response plans.
  • Join training and consultation forums with the industry.
  • Participate in meetings with the National Department of Health and the NDOT Facilitation Committee.
  • Take enforcement actions against non-compliant airports, airlines, and operators.

Manage Air Ambulance Operations and First Aid Cabin Crew Training

  • Identify legislative gaps, conduct research, and review based on best practices.
  • Evaluate and approve Manuals of Procedure (MOP).
  • Inspect air ambulance operations and Cabin Crew First Aid Approved Training Organizations (ATOs) per the Master Surveillance Plan.
  • Help revise Part 64 First Aid training content for cabin crew.
  • Provide ongoing training through industry consultations.
  • Enforce actions against non-compliant air ambulance operators, First Aid ATOs, Cabin Crew Instructors, and Examiners.

Requirements

Minimum Qualification

  • MBChB with a Postgraduate Diploma in Aviation Medicine, Public Health, Occupational Health, Pilot training, or other relevant postgraduate qualifications.

Ideal Qualification

  • Experience in a Medical Regulatory Environment.

Experience

  • 5 years as a Medical Officer with aviation experience, or in regulatory/research/assessment roles in civilian, military, academic, or other settings.
  • 5 years in managerial, occupational, or related experience.
