Job Title:
- Manager Expenditure and Payroll (Permanent)
- Reporting To: Chief Financial Officer
Responsibilities:
- Financial planning and reporting: Identify and define short- to medium-term objectives and priorities for the section, including expenditure and remuneration control. Ensure the division can meet expenditure needs for key capital and ad-hoc projects outlined in the municipality’s Integrated Development Plan.
- Expenditure control: Manage the processes for recording, authorizing, and executing expenditure and payroll transactions. Ensure all activities follow audit guidelines and accepted accounting principles.
- Investments: Oversee the management of investments in specific call accounts to maximize returns and support the municipality’s cash flow.
- Procedures, systems, and controls: Implement procedures, systems, and controls for key areas in the Expenditure and Payroll division to ensure compliance with policies and support efficient administration of transactions.
- Reporting and compliance: Report to management and committees to promote good financial practices. Ensure compliance with statutory requirements (such as MFMA Sections 52 and 71), municipal policies, and guidelines.
- Personnel and performance management: Guide and monitor the key performance indicators and outcomes of staff in the division. Foster a positive environment that boosts motivation and performance to help achieve departmental goals.
Qualifications:
- Bachelor’s Degree in Accounting or Financial Accounting / NQF 7
Requirements:
- 8 years or more of relevant experience in financial processes and managing financial information, or specialist experience in a finance area.
- Strong management skills.
- Compliance with Government Notice 40593, National Treasury No. 91.
- High proficiency in Excel and financial systems.
- Valid driver’s license with own transport.
- Knowledge of local government legislation.
- Good communication and conflict management skills.
- Ability to handle pressurized situations.
Remuneration:
- R658 335.44 per annum
Specialized Training/Experience:
Knowledge and Skills:
- Must be registered with a professional body such as SAICA or SAIPA.
- Knowledge of Pastel Accounting and Sage Systems.
- Ability to analyze and align the division’s capacity to meet key performance areas.
- Skills in analyzing accounting records and entries (such as salaries and allowances), approving adjustments, reconciliations, and postings to the general ledger and creditor accounts.
- Monitoring of expenditure transactions for capital and ad-hoc projects.
- Producing monthly, quarterly, and ad-hoc reports as required by the Municipal Finance Management Act.
- Reviewing financial reports.
- Behavioral competencies: Integrity, honesty, and confidentiality. Financial problem-solving skills. Ability to work under pressure. Ability to follow verbal and written instructions.
