Post 41/151: Senior Supply Chain Practitioner (Ref No: DT29/2025)
Salary: R397 116 per annum (excluding benefits)

Requirements: You need an appropriate recognised NQF 6 qualification in Supply Chain Management or a related field. A minimum of three years’ experience in a relevant area is required. You should have knowledge of bid administration procedures and contract administration. Understanding of procurement processes is essential. Familiarity with supply chain management policies, public service regulations, and legislation is necessary. You must be able to use a computer proficiently. Strong analytical thinking, negotiation skills, verbal communication, organising, and planning abilities are important.
Duties: As the successful candidate, you will handle various supply chain tasks. This includes opening files, assigning bid numbers, and setting closing dates for bids to be advertised. You will ensure timely advertisement of bids on the Department’s website and the National Treasury eTender Portal. You will forward bid advertisement details to line managers and publish bid awards on the relevant platforms.
You will prepare bid documents for collection on the advertisement day, open the bidding box on the closing date and time, and open and mark all received bids. All bid proposals will be filed in the bulk filer, and documents uploaded to the Electronic Document Management System (EDMS).
You will issue bid files and proposals to the Auditor-General of South Africa (AGSA) for audit purposes and follow up on bid evaluations with line managers. You will liaise with committee members for document signing, prepare and deliver documents to meeting rooms, and inform members of any schedule changes.
Provide technical support to Bid Evaluation Committees when needed, inform line managers of bid meeting outcomes, prepare and issue appointment letters, and update the list of all transversal contracts. Ensure Service Level Agreements (SLAs) are filed properly, monitor contract expiry dates, and notify line managers three months before expiry. Compile monthly reports on transversal contracts.

Duties: In this role, you will design and develop asset management systems and policies. You will conduct physical asset management planning and verification, monitor the capturing of assets in the asset register, and review asset allocation to holders. Oversee compliance with asset monitoring policies and procedures.
Identify and facilitate procurement for replacing redundant or obsolete assets. Provide monthly asset reconciliation reports, investigate variances, losses, damages, and unverified assets. Update the fixed asset register and inventory lists, and submit recommendations to the departmental disposal committee.
Contribute to asset notes in quarterly and annual financial statements. Evaluate and recommend IT-related procurements, facilitate issuing orders for goods and services (both system and manual), and manage payments to service providers.
Ensure delivery of store stock to internal clients, maintain warehouse stock availability, verify and sign off on the annual warehouse stocktaking plan. Manage stocktaking processes, approve balance adjustments, and enforce contract terms.
Authorise accrual reports, consolidate commitment and accrual reports for year-end, keep commitments and accruals minimal, and manage filing of procurement batches. Provide inputs to financial statements on inventory, accruals, and commitments.
Handle all administrative functions for finance and HR. Develop and manage the sub-directorate’s operational plan, report progress, implement processes for work control, compile administrative reports, manage staff performance and development, and ensure quality control of work.

Requirements: An appropriate three-year NQF 7 qualification in Political Science, Public Administration, or a relevant field. Five years’ experience in government and parliamentary work, including three years at managerial (Assistant Director) level. Knowledge of the PFMA, Constitution, Money Bills, Tourism Act and Regulations, Treasury Regulations, National Assembly, National Council of Provinces, and Joint Settings is required.
In-depth knowledge of South Africa’s political, parliamentary, and cabinet processes. Understanding of parliamentary rules and procedures, such as tabling questions and introducing legislation. Political acumen, knowledge of the executive’s portfolio areas, communications environment, media, HR prescripts, legislative framework, MISS (security matters), and Parliament regulations.
Ability to work under pressure, strong coordination, facilitation, communication, time management, executive office management, and computer skills. A valid driver’s licence is needed.
Duties: You will provide parliamentary services for the Department and the South African Tourism (SAT). Monitor the tourism Portfolio Committee’s programmes and advise on legislative processes, rules, policies, and procedures. Track parliamentary documents to inform the Department and SAT of relevant actions.
Brief the Department and SAT on decisions from parliamentary structures. Table all required reports on time per Parliament’s Rules. Monitor Acts impacting the Department’s work and alert on potential issues from Parliament or committees.
Compile reports on parliamentary matters for management meetings, maintain a tracking system for all parliamentary issues, and communicate programmes to the Department and SAT. Coordinate documents and presentations for parliamentary events.
Manage submissions and briefing documents from the Department, SAT, and stakeholders to Parliament. Process parliamentary documents per guidelines, ensure quality assurance for responses and reports before tabling.
Control packing and dispatching of official documents for sessions, coordinate oversight visits to provincial projects, identify relevant parliamentary questions, and liaise with the Parliamentary Questions Office.
Oversee DG’s approval of submissions on replies per prescripts, check replies for accuracy, proofread, and get ministerial approval. Manage uploading questions to the website, maintain stakeholder relationships, attend committee meetings, manage the DG’s parliamentary office, assets, staff, official vehicle (as Transport Control Officer), and staff performance appraisals.
