Shortlisted candidates will go through two pre-entry assessments: a practical one and an integrity one. These are part of the selection process after the interview. The selection committee will then recommend candidates for a generic management competency assessment, following Department of Public Service and Administration (DPSA) guidelines. This assessment uses standard tools to check managerial skills.

You also need at least 3 years of supervisory experience in an accounting environment, with specific focus on managing debtors and lease debtors.

Duties:
Managing Lease Debtors: Oversee the management of lease debtors. Review and reconcile the lease register between the Lease Management section and the Provincial Offices’ property management records. Supervise daily tasks in the lease management team. Provide advice to provinces on collecting outstanding lease payments. Make sure all revenue is collected and that there is solid proof for it.
Reconcile the Land Administration Web (LAW) Register with Operating Lease Revenue. Review all inputs for Operating Lease Revenue. Ensure that State Land and Lease System (SLLS) reports are reconciled and that all new cases are entered into the system. Monitor the monthly sending of lease debtor statements to Provincial Offices.
Control and track submissions for writing off outstanding debt, and report monthly on all write-offs. Draft and review policies and Standard Operating Procedures (SOPs) for handling lease debts.
Managing the Recovery of Departmental Debtors: Handle the recovery of debtors who owe money to the Department. Manage instructions, invoices, and credit notes from other Directorates in the Department related to departmental debt. Control and evaluate the debtor database. Trace debtors with outstanding amounts. Issue a formal notice (“in mora”) to debtors for 30 days. Verify documents, letters, and submissions that inform debtors of their debts.
Negotiate payment terms and methods with debtors. Set up payment plans and discuss them. Make recommendations and decisions on repayments. Monitor, verify, and check submissions to refer overdue accounts to the State Attorney for recovery. Follow up monthly with State Attorneys. Track monthly payments on accounts.
Keep debtor account information accurate and up-to-date by analyzing reports and improving procedures. Control submissions for writing off debt and report monthly. Draft and review policies and SOPs for departmental debts.
Managing Month-End and Year-End Processes: Ensure effective closure of month-end and year-end on BAS and ACCPAC. Review all transactions and documentation before processing. Monitor and correct suspense (ledger) accounts and expenditure allocations. Verify the reconstruction of debtors’ accounts.
Reconcile rent land and unallocated receipts accounts monthly for the compliance certificate. Reconcile the systems with bank accounts. Clear all unallocated revenue or provide reports where it cannot be cleared. Supply documentation for revenue that could not be allocated. File and receive all proof of payments.
Analyze and investigate issues with the Debtor System, and report faults to the System Controller and contractors. Conduct monthly analysis of financial reports from various systems to improve controls, procedures, and report management. Present departmental and lease debtors’ records for internal and external audits.
Compile monthly compliance and In-Year Monitoring (IYM) reports for departmental and lease debts. Prepare inputs for the monthly operational report. Provide information for annual or interim financial statements on operating lease revenue, accrued departmental revenue, and impairment. Reconcile the lease revenue receivable register as a working paper for the receivables note, using data from ACCPAC and BAS.
Managing Division Resources: Oversee physical, human, and financial resources. Monitor equipment use and report on it. Ensure all staff sign performance agreements. Review, evaluate, and monitor employee performance and appraisals. Develop and implement personal development plans. Build staff capacity and skills. Handle discipline matters.
