Administrator: Grants Implementation
The Manufacturing, Engineering and Related Services Sector Education and Training Authority (merSETA) is a Schedule 3A public entity established under the Skills Development Act (Act No. 97 of 1998). With registration number 17/merSETA/01/04/20, merSETA works to support skills development in key sectors, including Metal and Engineering, Motor Retail and Components Manufacturing, Automobile Manufacturing, Plastics Manufacturing, New Tyre Manufacturing, and the Automotive Components Manufacturing Chamber.
Purpose: This role provides efficient and effective administrative support within the Grants Management Unit.
Key Responsibilities:
- Liaise with internal stakeholders on payments, processes, and procedures related to grants disbursement to keep the relevant region informed.
- Update DG/Project Contract Information and Project Performance on the Commitment Register in the systems.
- Communicate timely updates on project timelines to regional offices so they can align project service delivery.
- Prepare RFI documents for internal and external audits, ensuring correct and comprehensive submission.
- Upload project documents, such as Memorandums of Agreement (MoAs) and payment evidence, onto TPIMS and SharePoint.
- Collate financial documents for review and approvals.
- Prepare memos and MoA Addendums for change requests and submit them for review to the direct report.
- Timely and efficiently prepare payment requisition packs for discretionary grants claims, ensuring alignment with policies and procedures.
- Verify figures in the payment requisition packs and ensure that evidence aligns with internal grant management processes.
- Submit payment requisition packs to the direct report for review and approval.
- Capture discretionary grants claims on the tracking register, keeping it always up to date.
Qualifications and Experience:
- A 3-year Diploma (NQF Level 6) in Business Administration, Finance Management, Accounting, or a related field—or an equivalent NQF Level 6 qualification.
- 1 year of experience in Administration within Grants Management or Finance.
Advantageous:
- A Bachelor’s Degree (NQF Level 7) in Business Administration, Finance Management, Accounting, or a related field—or an equivalent NQF Level 7 qualification.
- More than 1 year of experience in Administration within Grants Management or Finance.
Knowledge and Skills:
- Technical skills and competence.

- Communication skills.
- Computer literacy, with solid knowledge of MS Word, Excel, Outlook, and databases.

Client Liaison Officers x2 (C4)

Purpose: This role facilitates and implements the merSETA Client Services strategy to achieve high levels of client satisfaction. It also aims to increase and improve access to training, promote skills development, and address imbalances in the sectors we serve.
Key Responsibilities:
- Guide and support companies in developing, implementing, and monitoring mandatory grants.
- Support enterprises to comply with merSETA’s quality assurance and workplace approval policies to meet SAQA requirements.
- Manage, promote, and support participation in training partnerships and learning interventions according to set regional and individual targets.
- Monitor all learning interventions to ensure continuous progress, and guide and support employers where gaps are identified.
- Promote and support participation in merSETA project initiatives and services.
- Plan and manage moderation of trade testing and assessments as needed.
- Support capacity-building initiatives.
- Compile reports.
- Identify support needs and market the development of best practice kits and packs, sustainable community-based programs (including rural and farm areas), as well as providers where there is a need.
- Assist companies in all categories to claim mandatory grants.
- Identify suitable companies to participate in discretionary grants as per prescribed criteria, including recommending discretionary grant funding and implementing MoAs.
Qualifications and Experience:
- A 3-year Diploma (NQF Level 6) in Engineering Studies, Business Studies, Administration, Project Management, Human Resources, Development/Training, ODETD (Occupational Directed Education, Training and Development Practices), or a related field—or an equivalent NQF Level 6 qualification.
- 4 years of exposure in a client liaison environment, with competence in any technical field related to the manufacturing and engineering sector.
Advantageous:
- A Bachelor’s Degree (NQF Level 7) in Engineering Studies, Business Studies, Administration, Project Management, Human Resources, Development/Training, ODETD, or a related field—or an equivalent NQF Level 7 qualification.
- Qualified Artisan.
- 5 years of experience in a client liaison and technical environment, with solid direct training experience.
Knowledge and Skills:
- Collaboration and project management skills.
- Relationship management.
- Computer literacy.
- Attention to detail and high level of accuracy.
- Knowledge of the industry.
- Ability to compile reports, presentation skills, and problem-solving skills.
- High level of verbal and written communication skills.
